There are, and .always must be, a vast main people in e ry country, who either want the means or i(e inclination to educate their children, at d it therefore seems necessary and proper, that the government should-da something towards promoting an objv-ot of such pubhe importance; and that a tax upon Hie community at large, for this purpose, is bath desirable and proper, a national point of view. Parents who neglect to educate their children, do not merely prejudice their children by such neglect they prejudice the public also; and it tin retore behoves the public to adopt c-ffet lual measures, to prevent the evil it may sustain in consequence of the negb ct or inability of parents to educate their c ildren."
