dfty thousand dollars shall be replaced ut of the fund reserved for laying out and making roads under the direction of Congress, by the several acts passed for the admission of the States of Ohio, Indiana Illinois, and Missouri, into the Union, on an equal footing with the original states. of green monkeys, who kept up such horrid clattering as prevented ourenjoving a single moment's repose until day; when we were leet by immense llo ks of parrots, paroquets, and macaws, more noisy than air nocturnal visitors. I had an opportu nity of witnessing the ingenuity and cunning of the Indian guides, one of whom proposed to rid us of the monkeys, provided he got a handsome pen-knife as a reward. He went out side the trees with a bottle, in which he put some peas; putting d w a III- finger now and then, he took out some, which he eat with seeming satisfaction, leaving a few strewed around, he retired; and the monkeys, who are very minute in their observance of man s actions, descended very cautiously, and having found some of the peas, a quarrel ensued; but one more crafty than the rest, peeped in the bottle, and determined to secure a good handful, thrust down his hand, and filling it, he set up a titter. as he found he could not withdraw his hand. The Indian ran and secured him, and all the tribe fled from branch to branch in evident agitation. You will likewise receive, for examination, the Convention which has been settled with the same States, to put an end to the horrible slave trade; our laws have declared against that execrable commerce, and on this basis the Executive regulated its conduct. The law of the 21st of July, of the Uth year, prohibits the introduction of Slaves. "The law regulating cruize rs declares all vessels found trafficking in slaves in the waters within the jurisdiction of the Republic, to be lawful prizes; but as there are no punishments for the infraction of the law, and it being for the benefit of the human race, that the authority of the law regulating crmzera should be extended, it appears to the Executive that this convention with the United States supplies this deficiency."
