The Louisiana upturning board, true to its fraudulent actions heretofore, has again stamped itself with infamy in order to keep the corrupt crew that ;,ave Pandered the people of that State in power. In spite of the large Demo cratic majority the Returning Board has counted in the Hayes electors, aud declared the whole Republican State ticket elected, and this was done by throwing out twenty-thousand legal votes cast, Mid thus disfranchising the intelligent portion of the people of that State. The fraud and infamy is so great that the whole country is shocked at the outrage, and we are sure that this act of yillainy will never be countenanced by the people f U;li,,n' no "l:lUer what the cor" " "'f l!,e masS09 have become disgusted with auch pal pabie tampering of the elective franchise and will make themselves heard. The rump legislature of South Carolina have counted in Chamiierlain by throwing out two Democratic counties and he was to be inaugurated yesterday. ?th are stj11 in 'e Democratic House having seventy mem bers, and the rump only fifty. General Hampton-, the honestly elected Governor, counsels peace, and says that he will be Governor by due course of law, and that before many days. There is every indication new that the Presidential contest will only be Fettled by Congress, as the people's representatives will not let the fraudulent returns from Louisiana be counted without a thorough investigation, and when the true result is laid before tl.9 country the infamies of the Republican leaders in the three disputed States will be made so plain that not an individual will for a moment doubt which of the two candidates is entitled to be the Executive of the Nation. Three Committees have been appointed by Congress to visit the States of Louisiana, Florida and South Carolina, and ascertain the true result of the election in those States. The Republicans in the House opposed the appointment of these Committees to the bitter end, but three independent Republicans came to the aid cf the Domocrats, and thus they were enabled to pass the measure on the first day of the ses-ion.

Washfxqtox, Dec. 2. The following telegram was received by the president at a late hour Thursday night, dated Columbia, November 30: To His Excellency, U. S.Grant, Washington, D. The republicans, 59 in number, also assembled there, and placed their speaker in the desk. Gen. McEllissey, a miner, received eerious injuries in a coal mine in the neighborhood of Saline, Clay county, Wednesday forenoon, by the falling of a large quantity of slate and coal from overhead. He was seriously cut about the face and neck, and other parts of his body were badly bruised. It is thought that he will not recover. The Cambridge Citv Review says that John West was butted to death bv one of Ilenrv Meredith's steers, near that place, in the early part of last week. The bull broke bis halter "V . All of which loads us to remark, with the Evansville Courier, that it is tolerably cer tain that no man was ever born whom some woman would not love. Mr. Will Leuter, a stone cutter, employed in fixing up the Richmond City Mifl Works building, fell through the roof Saturday, anil was seriously, if not fatally injured. The roof is being slated, and the rafters had been all covered with roofiiug pa per, preparatory to putting on the slates. Mr. Leuter was on the roof, and Rupposng there was planking ou the rafters under the paper, stepped on it and fell through. Mr. N. W. Briggs had a narrow escape, as he was walking on the roof, just behind Leuter, and was about tosteion the paper when Leuter broki through. Leuter Btmck on a pile of castings beneath, and his head was badiy hurt, and his shoulder broken, besides internal injuries being sustained. He is a German, and has been hero but a short time, having come here from Buffalo, N. Y. He is unmarried. He wits taken to his bosrding house, where he is being well cared for. Richmond Palladium. Feed. Meter while digging a graye near Cincinnati was so badly injured on Tuesday by the sides caving in that he died a few hours after the accident. The Minnesota Legislature in 1873 pRRsed an Ret requiring each liquor feller in that State to pay ten dollars annually to the support of the State Asylum for Inebriates. The payment of this tax has bitterly contested by the liquor sellers, who have carried their opposition through all the Courts of the State. A finnl decision wns reached by the Supreme Court on Moudry last in which the constitutionality of the law was fully sustained. An Inebarte Asylum is being built by the State, at Rochester, and the revenue from this law which can no longer be resisted, will go far toward maintaining the institution.
