In compliance with a rule requiring the County of Superintendent to make report showing the condition of the public schools, with suggestion for their improvement. I have to say: That the schools of this county are well organized. The course of study has been introduced into every district, and where the proper care has been taken to adjust the work of grading to the wants of the particular school, has given very general satisfaction. In a few instances, perhaps, the schools were graded to much; by this I mean that there is sometimes too close an adherence to the letter, without considering the spirit of a graded course of study. The teachers should understand that a strict adherence to the grade must not be enforced wehere the rights of the pupils would be prejudiced or their progress hindered thereby. While these cases of over grading were not cf common occurrence I think the schools in some localities would be improved and the work made more efficient, if school officers should take greater care to warn teachers against this error of strict grading. These suggestions spply more especially to the younger class of teachers. I would recommend that no charges he i) ; a d e in the course of study. In his connection I will say that tha changes made last j ear,-met with a err general approval. The introduction of script letters into the first grnds work was a very decldi d improvement, while the int rod not inn of "word method," though not fo well understood by he teachers, was very generally .successful. Oisr teache s roinrdain that they usually find tkeir schooia in a disorganized fctnte at the opening. This complaint has been very generrl. Some of the schools which were .ai:gl. by our best tenders were found lo be disorganized at the opening of the next session, the grades having fallen to pieces during the long vaca'ioB. Most of our teachers usually succeed in overcoming this tendency with the pupils who remain until the dose of the term; but there is another cla.s of pupils who do not attend the hi st f t the session. With many persons this is unavoidable. The older children are kept at home to be.iin the Fpring work, while the little ones cannot eo the longdistance by themselves. I think that this difficulty can be over come by having the schools begin earlier in the fall. If there are some who cannot attend the fall session let them miss the first part. In this way the school will grow in numbers, and the interest in the work can be kept up at the last, winch cannot be done when the older and larcer pupils leave school to "begin "work." (Jreatcr effort has been made this year to leave the schools orgiuftxed than ever be fore, and I think that they will be found in better condition than usual at opening of the next tern, Ih.it in order to injure better work ! r.t yea r, I would recommend that you undertake to have the schools of your respective townships begin work at more nearly the tame time. All the schools of a township should open on the same day. The (irst Institute in eac township, should be held on Satur day of the first school week. This will give teachers an opportunity to present the conditioii of their schools and school premises to tha Trustee, who will here have an opportunity to give general in slructioiis to the teacher in regard to wkat he will require of them as to re ports, records, care of school property, etc. ' And here let me say that more attention needs to he paid to the caring of school property. I think that the house, furniture, and apparatus should be delivered to the teacher in good order, and then he should be expected and required to keep them in U,at condition durir.g school. The incr n-ed interest in schoo's. nd the remoie purpose on ihe part of many papibs at" Rome d:y -enierins the rank of teachers, have induced these yoxsig people to desire a more s.rict test of knowledge than that a horded by the written examinations in school. The only opportunity for undergoing sack tests is bv attending the county exam -nations for teachers These examinations, if they Rre Siricily professional, are hardly a fair test of scholarship. My observations in tegard to this subject, both in this and adjoining counties, lead me to make this suggestion: That tke examinations for teachers b raade sliietly professional, and that those perxens who desire a mere te-it of s holarship be discouraged from attending them and that after tne close of the schools in the spring, there be held another examina ion for advanced pupil3 who desire to test their acquirements; actual pupils of the public schools to be admitted, and suck as reach a satisfactory grade tri common branches and have maintained a record of good behavior, to receive a certificate setting farth these facts, signed by the Clounty Superintendent, the Trustee and the teach cr. The arguments in favor of this course have been thus enumerated by one of the ablest Superintendents in Srato: 1. "It will distinguish between the acquirements of the pupil and the qualifications of the instructor. 2. "It will enable us to make more distinctly' professional the exami nations of instructor?. 3. "It will f,ive our pupils an objective point toward which they can direct their efio.U. 4. "It will gumnlate then to renewed diligence. 5- "It will tend lo correct an evil noticeable in our ffchools, r.amely, that of pupils taking few of the branches in the course of study. 6. "It will also tend to correct the irregularly in giadaiion; for if pupils are requited to take all the branches, they will see the advantage of taking them at tke proper time. 7. "It will enable us to discover our most thorough teachers, by showing whe sead the most thoroughly prepared pupils to these examinations." Before closing this report, I desire to call your attention to the importance of your work as a Coaid of Education. The Board is the endming part of oar schuol sysiem. As a rule, we change teachers every year, twenty per cent, of teachers each year being new recu'tfs. The Supenatendeitt may bo changed every two years. The Trustees of townships must leave their positions after four years' service. The other members can be changed j'early. The perpetual oi sanitation of the Board can and should be maintained. Here we may always have the benefit of the experience of those who have been engaged in the management of school work, for at no time will all the Trustees in the cunt3' be required to retire and give place to inexperienced successors. Let me briefly sum up the recommendations which 1 have made: 1. That school ollicers see that the error of over grading is avoided by our yeuitjs teachers. 2. That n changes be made in coarse f study. :i. That the schools of each township be opened upon the same day, ard earbcr in the fall. 4. That a uniform class-beok or grade register be adopted for the entire county. ."(. That teachers ha required to file with the Trustee a copy of the daily "programme for tins succeedant teacher G. That each teacher be required to keep aid report to the proper .school c I'L-ers the amount uf time test by each pupil on account ol tardi aess. 7. That teachers be not allowed to dismiss their schools without the couet:t of the Trustee. r 8.
