The Senate tranaacted no business on the 3d inst. The New Hampshire Senatorship case was discussed briefly, there was a short executive session, and an adjournment to the 7th. In the House, the discusxion of the amendment to the Army bill forbidding the use o troops at the polls was con tinned. Mr. Knott, of Kentucky, led oil, oa the Democratic side, and spoke of the great and historical importance cf the principle involved. He characterized it as the great fundamental principle of republican liberty, that the bal lot-box should be protected from the slightest approach to military power, and that the voter t hail be left absolutely free in exercising at the polls the highest prerogative of the citizen. He quoted the English statute of George II. for the removal of troops from the places where an election is to be held, and cited Blaekstone, "That it is essential that elections shall be absolutely free, and that, therefore, all undue influences are illegal and are prohibited." He was followed, on tho Republican side, by Mr. Houck, who arjtued that it was absolutely necessary for the protection of the lives and political rights of the colored and white Eepublicans of the South that the authority of the military to preserve the peace at the polls should be maintained. This speech, being: by a Southern man, attracted much attention, and was frequently applauded on the Republican side, and jeered on the Democratic side. Mr. Robeson (Republican) followed. He confined himself to the questions of law involvod in the discussion, and said it is proposed here to restrain the civil officers of the United States from keeping the peace at any election in any State. By what means By civil means, not by military means, for the right of the civil officer, the Marshal of the district, if you please, to summon a posse comitatus is a rizht to summon ihe ordinary military companies that may be within the body of his bailiwick. The right to summon armed troops, if they be within the body of his bailiwick, is a civil, not a military right, and is in the interest of the inviolability and strength of civil law. 2tr. Blackburn (Democrat! spoke next. He said he was but a poor studtnt of his cotintry's history who was not able to satisfy himself that from the foundation of the constitution down to the present time it had ever ben held (at d that by the highest authorities in the land that it was in the power of the House to control the employment of the army by withholding supplies. In the very nature of things the proposed repeal could not be revolutionary. The cocstitut on did not pi ve the riuht to the President to send armed forces into any State, even to suppress domestic violence. Other speeches were made by Messrs. lubRon, Turner. Barber, Hawk a- d Keshan. The debate on the Army Appropriation bill was continued la the House on the 4th. The first to speak was Mr. Singleton (Democrat), of Mississippi, who atated the question to be, wheiher the House had the courage and determination to repeal pernicious law, or would falter and fail in Its duty to tho country. Oa the face of the disgraceful law which it was now proposed to repeal, the boasted freedom of America was a mockery and a lie. Mr. "Weaver (Greenbacker). of Iowa, spoke next. He deprecated the keeping open of sectional auiniosities, and said the National Greenback party wanted no soldiers at the pollj. Nor did they want the presenes of any armed men when elections were being held: neiiher did the Greenback tarty want the test oath for jurors; nox did the National Greenback party want any Marshals at eleciions unless the nistoryof electioua, alter the experiment should have been tried, would prove that the country could not cet on wituont them, lint he had not the least doubt of the consUtu tior.al power of tha Government to protect citizens at the poils. It was only a question of policy and neceesity as to the Supervisors; that featnre ought to be retained in the law with a modification, and they should be chosen, not from the two parties, but from the parties having Congressional tickets in the held. That would give the Greenback party a chance. Mr. Be La Matyr (Greenbacker), of Indiana, expressed hi intention to vote for ' the bill as it stood. He thought the House had better show some desire to relieve the people instead of giving themselves wholly to wrangle over the firinp upon S a niter, the returning to- slavery of Bums, the fiasco of John Brown, and tha general criminations and recriminations. Mr. Jones (Greenbacker!, of Texas, opposed the placing of political legislation ou an appropriation bill. Mr. W ri-'ht ;Greenb;uker), of Pennsylvania, condemned the reopenim of the dead issues ot the war, and predicted defeat (in l;-! for the parly Chat raised thera. Mr. llawley (Kepublican) of Connecticut, followed, ilenonnrinsj the purpose of the majority which would leave the Government to be carried en by the voluntary service o its officers orby voluntary subscriptions sm-h as flowed into the treasury ia "li'0. It was threatened by pentlemen of that majority that if the President should veto the bill they would appiy the thumbscrews to the iiiiaorityin order to ottainatwothird majority, and, f.ii;uis" in that, the appropriation shouUt fail. To that programme the minority would invariably vote nay to the end of the chapter. It was not now a qnostion of the merit of the statutes, but cf methods, and tho Democratic method was dangerous, reprhensibl. aad ,o be opposed.
