IiL Elliott, of the Kentucky Couit of Appeals, was shot down on the street in front of the Capitol Hotel at Frankfort, the other day, by Maj. Thoma3 Buford, of Henry county. Elliott had rendered a decision in a case Buford has had ia the court against him. The grand jury has found an indictment against William P. Wallace, ex-Sheriff of Hamilton county, Ohio, for the embezzlement of $23,000 in January last Knox Martin, a negro murderer, was hanged at Nashville, Tenn., a few days ago, for killing John Wliittimier and bis wife. Neither house of Congress was ia session on the 2J, but the committees of the House and Senate Democratic caucus to make recommendfttioivs concerning the order of business for the extra session held a joint meetmsj. The first question dismissed was whether the political legislation desired by the dominant party in Congress should be effected by the pacsatre of a separate measure or by the incorporation of the repealing clanses in Appropriation biils. It was determined, after a discussion, that the latter course would be the most expedient. Ttie next question considered was Whether (he political portions of the Appropriation bills f-luniid now be passed in the same terras in which ttscy were passed at the last session, or whether the repealing clauses in regard to the Federal FJeotion laws should be modkied so as to repeal only those sections which authorise the appointment of Chief Supervisors and Deputy Marshals for elections, tope ther with the sections conferring police powers on Supervisors, thus continuing the authorization for the appointment of two Supervisors of different politics to serve in a testimonial capacity at each poll as witnesses of the count of votes. After an exhaustive discussion, it was decided to recommend the adoption of a modified proposition. The joint meeting: also considered whether the legislation of the present session be strictly confined to the Appropriation lulls, includincr the measures above indicated, or whether general business should be transacted by either house when not eneaped on an Appropriation bill. A decided majority favored the restriction to the ipproj r'.ation bills, asid tho enactment of what is known as the " Yellow Fever bill." Fifth, to provide for a tax on incomes of over $2,lii0." THE ELECTION INQUIRY. PBOOEESS OF THE WALLACE SEXATB COMMITTEE'S INVESTIGATION. The Senate committos iucmiring into the alleged frauda in tho late election, of which Senator Wallace is Chairman, and heretoforo known as the Teller Committee, resumed the taking of testimony at Washington last week. George C. Gorham, late Secretary cf the Senate, and also Secretary of the Republican Congressional Campaign Committee, was the first witness examined. He said that dmiDCT the Congressional campaign of 1S7S about'? 100,000 was raised for Ilepubliean camp vign purposes : $93,000 from lederal officers and employes by voluntary contribution, and the remainder from friends of the party not holding otlica Perhaps 57,000 or $3,000 came from Congressmen. No contributions were asked from national barjks, as tuch. A cmvass among wealthv friends of the cause in New York city resulted in obtaining about $13,0OJ. There may have been some bankers contributing. Some lady employes of the Government insisted on contributing. Of $108,000, about $25,009 was expended for documents, about $12,000 was paid employes of the committee, and $3,000 for furniture and general expenses. This left $55,500, of which $54,000 was sent to different States, and 51,500 was paid to speakers for expenses. Of tho balance, $5,700 was lost by the failure of tho German-American National Hank, aud $300 remains on band. Ex-Secretary of the Senate Gorham was bofore the committee again on the seeond day of tha sitting, and produced the books of subscriptions ia the departments, and the list of cioney3 sent to different States. The National Committee aided nineteen Southern Congressional districts with an average of ?6G3, and fifty -eight Northern elbtricts with aa average ef $712. No aid was -iven to 212 districts. The witness thought the subscription in the Treasurv Department might amount to $12,000 or f 13.1 'DO, iutead of $7,000 or 8,000, as stated the day before. About $2,000 was subscribed in the Postofiiee Department. Yery little was got from the Interior Department. James fd. Kerns, United Srates Mar nit for the Eastern district of Pennsylvania, testified that he thought, as far as United States Supervisors and Marshals are concerned, Philadelphia could do without them very well! The expenses of United States Supervisors ia lSTo" amounted to $27,440. Special attention was paid to PaudalPs district, because it was in a bad part of the city, where riots frequently occur. " A sub-committee of the Wallace-Teller Investigating Committee, consisting of Senators Wallace (Pa.), Garland (Ark), McDonald (Ind)," Hoar (Mass.) and Cameron (Wis.) have been examining witnesses at Philadelphia. R. C. Howell, of the Eighteenth ward, testified that Deputy Marshal Charles Oliphant was drunk oa election day, and insulted every Democrat that came to the polls to vote. Ilia testimony was corroborated by other witnesses, who also testified that Oliphant used every means to drive away Democratic voters. John Warner, of the Twenty-ninth ward, testified that Thomas Kerr, the United States Marthai in this ward, had a bad reputation, lie arrested a nan for trying to vote, notwithsia&dinsr that parties were ready to vouch for him. This is one of the subjects upon which the daily papers love to get up an occasional "scare," and which furnishes a yery convenient topic to fill up with. In general there is nothing to be feared from the foreign rags which come to this market. Our imports from Great Britrdn, Belgium and Germany are pretty well gone over and handled before they are sent to this country. The quarantine regulations will probably bo enforced more rigidly against rags coming from Mediterranean ports, although even in their case there is no special reason for alarm. The outcry against foreign rags will temporarily advance the price of spot goods, but when the excitement is over the reaction will come. We do not despise the precautions taken by our sanitary authorities in respect to these imports. On tho contrary, we commend their eiforls to carry out existing regulations, and to provide against the possibility of dancer. Some of the fashion writers say that the models of new dresses show a decided fullness.
