Russia holds the whip hand in the settlement of the Eastern troubles. The Democratic State Convention will meet at Indianapolis next Wednesday. Ex-Governor Wells, of Louisiana, has been released on ten thousand dollars bond. Of all the States in the Union, California pays her Governor the highest salaary-$9,000 per annum. Hon. C. L. Wedding, of Rockport, has withdrawn from the race for the Democratic nomination for Attorney General. Hon. Gideon Wells, ex -Secretary of the Navy, died at his resi dence in Hartford, Connecticut, Monday evening. The Daviess county Democratic Convention instructed for Hon. Henry A. Peed for Secretary of State last Saturday. There were 129 failures in New York during the month of January, with liabilities amounting in the aggregate to $7,113,039 and as sets $1,433,839. The vote on the silver bill is still delayed in Congress. There is a large majority in favor of its passage and we can see no good reason for the delay. The immediate and unconditioned repeal oi the Resumption act and the bankrupt law. 2d. The remonetizalion of silver, with coinage unlimited to be a lesral tender for all debts public and private. SI. The abolition of national banks and a currency to bo issued in lieu of the noted of such banks by I ho government, and We hereby declare that we are unalterably opposed, 1st, to ail legislation in favor of capital as against labor. 2d. To the expenditure of more than 12,00-0,000, the amount expressed in the act- authorizing the building thereof, for the new State House and Sd. to tho levying1 of a greater sum than two cents on each flOJ of taxable property in any one year, as a State House tax. ... We indorse fully tho financial views of Hon. Daniel W. Voorhees, as enunciated in his recent speech, delivered in tho Senate of the United States. To make this plain let me allude '.to the organization of a National Bank. Stip pose thrc men, A. B. and C. desire to start a bank under this system; suppose they hare one hundred thousand dollars.. This amount they invest in Government Bonis and deposit them with the Treasurer of the U. S. . These three capitalists, being incorporated under the name, we will say, of the First National Bank of PaoSi, Ind., are then authorized t) issue notes to the amount cf eigbty-fire thousand dollars; or, eightyfive per cent of the amount of the bonds deposited as security for ' the payment of the notes So it is plain that rs long as Government bonds are worth 85 cents on the dollar, the biH-ho'der is absolutely secure. There is another advantage in the system, which arises partly from this absolute security and partly from the national and universal character of the law which governs the banks. It is this: A bill of a bank iu Maine is current, at par' in New Orleans or in Georgia, and thi 3 does away with the old troubles of discount and unenrrent "loney. These are all there is to recommend this ays -tern to tho favor of the people. Every other feature is devoutly hestile to the greatest good of the greatest number. Every advantage besides these two just natn id is in favor of those three eapb trdvt 3, and it favor3 them and adds to their wealth and power simply because they are capitalists and net because they are citizens. Beyond the point I have indicated it is u system gotten up and maintained to fatten a few at the expense of the many- Five years em plorment in National Banks and three Of them with Jay Cooke, the father of the system, leads me to speak so positively. 5Ur The system of which we are speaking offers no greater security to the deposit tor than did the "wild cat," banks of twenty years ago. Those who read the newspapers know tins to be true. N; -ttonal bank failures are. repotted by every Associated Press dispatch. But let me explain bow it is that the system is a gigantic injustice to the many, and a stupendaous favoriteism toward a few. These' three men, whom we bar a sup posed to start a bank bare a baa d red thousand dollars- They receive, on an average, six percent (when gold was at rs h'lgh fremtara they grot fromftn t fifteen per cent.) interest on their bonds, that is ?fi,C00 per annum. They issue SS5.C0O in notes, and the use of two thirds of this sum, at ten per cent is about 56,000 more. In other words they receive interest on 1 30,000 which is not theirs, or to look at it another way, they grt 12 per cent, on their capital, besides all their other profits. What the banks get the people have to pzy.Ergo. 'the people of the U. S.pay at least 12 per cent- on all the Natioaal feank notes in circulation, which we may suy is not far from five hundred caillions 12 per cent on which is sixtj million dollars or one hundred and six ty fire thousand dollars for every day in the year, or sixty-eight hundred dob Jars for every hour in the day and one hundred and thirteen dollars every mm ute. The schools of Southeast are c!os ing this week. We had the pleasure of visiting the closing exercises of the schools taught by F. E. Martin and D. J. Mavity. Mr. Martin Isjust a beg!nner,and if we are to judge Irom the manner in which he and his pupils acquitted themselves, we must at n -e conclude that Mr. Martin has made a good beginning. If he continues to improve himself we bespeak gret success for him' in the profession i i the future. The success of Mr. Mavity as a teacher is too well known to need any comment at our hands. An apparently interesting revival is in progress at Cross Road-;. Rpvs, McGregor and Tyler are the principal workers.
