Representative Manning, of Mis sissippi, has prepared a bill pro viding 'for certain changes in the present bankrupt law, instead of its repeal, one clause of which provides that section 5,021 of the present act be fo amended as to enable any debtor, firm or corporation in failing circumstances to make a voluntary surrender or assign mnt of their property, assets and estate for the benefit of their creditors, and that it shall be no act of bankruptcy to make such assignment; provided the same is made in good 'aith and without giving prefer ence to any creditor; and provided also, that all attachments sued out within four months prior to such assignment or voluntary surrender shall be dissolved by the execution of such assignment. -This is de signed to give the lawful creditors a chance, and relieve the em har assed individual of tho large amount of fees payable to Uuited States officials. The case of the State of Indiana against James Strange, charged with assault and battery by shooU ing with inient to murder Calvin Parish, came up for trial before Justice Mungcr, stJOr leans, Batur day. A motion by defendants counsel to quash the affidavit was overruled, whereupon the defeu" dant filed an affidavit for a change of venue from the Justice, whi"h was granted and the case seat to Justice G. W. Rice, who set it down for trial yesterday, at which time the motion to quash was re newed and again overruled. The defendant then applied for a con tinuance of the case on account of the absence of witnesses, which was granted and the case again set for trial next Tuesday a week. Afterwards the continuance was set aside and the defendant waived an examination and was recognized to court. The State is represented by Thos. G. Mhan and Messrs. Mcintosh & Litigie; the defense by M. S. Mavity, Gen. W. T. Bpieely and Busk irk & Megenity. Dr. Wm. A. Burton, of Mitch ell, was in town yesterday attend ing the Medical boeiety meeting. The paper read by him on the sub ject, of Sanitary . Regulation, ; was the subject of very favorable comment by the members of the socie ty present and al' others who were fortunate enough to hear it. Dr. Burton handled his subject with the care and skill of a man who knows thoroughly what he is talking about, giving evidence of care ful thought and research on his part. The officers elect, for the ensuing term, Independent Order of Workingmen, of this place, will be installed at their lodge room tomorrow evening. They are as follows: Henry F. Davidson, President; Benton E. Bashaw, ' Vice President; Wm. A. Bell, Secretary; U. II. Hon, Treasurer, and William Harvey, Financial Secretary.
