Lantls. An Act to provide for the removal of rails and plank fencing from overflowed, lands. Approved March 14, 1S77. Section 1. Be it enacted hy tho General Assembly of the State of Indiana, It shall be thedutv of the

County Commissioners to furnish a blank book to the Recorder of the county, to be paid for out of the

county fund, in which the Oaunty Recorder shaU keep a record " of marks of rails and plank fencing, which may be adopted by freeholders of such county. Provided, That it shall not be obligatory en the Board of County Commissioners to procute such book of record until petitioned so to do by twentyfreeholders of the county over which they preside. See. 2. The County Recorder snail receive twenty-five coats for tho recording of each mark, and no more, to bo paid -for by the person or persons adopting and having such mark rcoi'tled; and tho Recorder shall in no instance record two marks which may exactly correspond. Bee. G, Any person or persons, having his or her rails or plank fencing marked and recorded as herein provided, should such rails or plank fencing be removed by high water, and overflow off of their lands on to the land of another person or persons, such person it persons shall have the privilege of removing such rails and plank fv'ucing on to their own premises t any tliuo-of- the year: ' Provided. That they shall be held responsible and pay all damages that moy be done to growing grain on the load from which such rails or plard: fencing may be removed, or ov r which they may he hauled. All laws coming in conflict with this act are h :oaby repealed. Bee. I. Whereas, an emergency exists fur the immediate taking effect of this"' act, therefore it shall take fleet from and after its pass;;ge. '

I5c-citi of Kolicrt Hale Ovcen. Robert Dale Owen died at Lake George, N. V., on olonday last.

He was born in Glasgow, Scotland; Nov. 7, 1S01. He was the eldest son of Robert Owen, an English social reformer of groat ability and much notoriety. His early years were spent under the care of a private tutor, and in 1S13 he was sent to a celebrated school at Ifofwyl, Switzerland, where he remained nearly four years, lie came to this country in 1S23, and soon began the literary career in which he became famous. His first venture in the journalistic field was a weekly paper called the Free Enquirer, ' which was continued for three years, and during its publication was eminently successful . Leaving New York, he removed to Indiana, and was in IS-gj elected a member of tho Indiana Legislature, serving also the two successive terms. In 1343 he was eic'ted to Congress by running on a Democratic ticket, and in IS 15 he v, .s re-elected, and in bom terms ho served with credit to him- If ar 1 with --nti-f i:th a to hi- c-n diluonl

The penalty is a. fine in any sum not exceeding ten dollars, and justices of the peace are given exclusive jurisdiction of such cases. By another law passed at the same time it li maie unlawful for any con

ductor, or other person having charge of running a railroad freight train, to allow tho same to remain standing across any public highway or street, and if it becomes necessary in the operation of such train to stop the same across any public iughway or street, such train must be separated, leaving a space of sixty feet across every public highway or street, and any conductor or other person having charge of such train, violating the provision of the act, shall be deemed guilty of a misdemeanor, ana on conviction be fined in any sum not less than five, nor more than twenty dollars, and shall be held in custody until the same is paid or replevied. It is also made tho duty of any Justice of flue Peace or mayor of any incorporated town or city, upon affidavit by any person, , to commence prosecution wuthcut delay. Neither of the1 above laws are yet in force, nor will they bo until the Governor ' issues his proclamation, which will doubtless be done in a short time.

No officer is to be required or permitted to take part m the management of political organizations, caucuses, conventions or campaigns. Their right to vote and to express their views on public tpuestions, either orally or through the press, is not denied, provided it doea not interfere with the discharge of their official duties. No assessment for political purposes on o ulcers or subordinates is to be allowed.
