An iron clad has left, Sookgoom Kak for Batoum to obtain arms for the Circassians. The Turks have captured 200 Russian vessels in the Danube containing 10,000 hectolitres cf wheat. A reconnoiteririg expedition of oOO Russian infantry crossed the Danube in boats a little below Reni. The Turks allowed them to come well within range, when they opened such a heavy fire that the Russians were compelled to retreat to their boats -yith serious loss. The Russians have crossed Aiutaand entered Little Walla chia, which it was expected would be cceupied solely by Roumanians. The Russian flouting batteries on the Danube are small, but ingeniously made, consisting or three pontoons joined together. Each battery carries one guii. The pontoons were flouted down the Pruth, and joined the Russians. They have some large steamers armed. General ScobelofT's division of Circassian Cossacks is passing through Bucharest en route for the Danube. It is stated that Russia intends to increase the duty on imported tobacco, which now yields about 10,000,000 per year, sufllcient'y to increase the yield s everal millii ns. Simultaneously the lax n the Russian growth will be reduced to encourage home cultivation. The secretary of the Cooden club has received several replies io his letter asking for America's feeling about adhering to the declaration of Paris. Charles Francis Adams expresses regret that the govern ment did not adhere to that declaration, and believes that America will ultimately regard the policy embodied in the document the best for her as well as the rest of the world. The railroad bridge at Tikutrh, between Barbosehi and Jassy. was w-a shed away by a freshet. It will require several days to ceet a temporary structure. If he do?s we would like to see the'eitizena take hold of the matter and make the school interesting. Make hose persons that come from a distance feel as if they were at home, and when the time is appointed we suggest that there bo a meeting of the citizens called to make the necessary arrangements as to what board can be had for, how many will board gratis, &c. John Bush, of French Lick township, is agent for this county for the sale of a Ilietory of the Centennial Exposition, written by J, S. Ingram and published by Hubbard Bros., of Cincinnati. The volume contains 770 pages and 182 graphic illustrations. It is a complete history of the exposition from its inception to its clese and giws a description of the buildings, foreign pavilions and booths, with displays, &e., cic. It is a book that every erne should read. Call on Mr. Bush and subscribe for it. It is solel very cheap. Ed. I shall not waste time, space or printers' ink by attempting a general repiy to your attempt of last week, but as you have chosen to take the well fitting name of "carpel-bagger" will give you the generally accepted opinion of that class of persons. The rule of the carpet-bagger in the South has meant ruin. The worst enemies America has ever had are tie men who, without reputation, 'went South and, taking the advantage of a conquered people, ruled and ruined. We of the "North, wdiile our hearts went out toward them, coulel only sympathize, but when the same dodge is tried here, not on a State but a town, we protest. Carpet-bag day is over. We have no use for them. The people of Orleans believe in home rule. The citizens of the town haVe common sense enough to rule anil manage its affairs without the aid of a citizen (?) who will be here to-day and gon t to-morrow, and they are sure to look with suspi io.i upon the man who votes when he is not interested in the least, and when "hands off" would have shown be tter sene. The carpet bagger votes like the sehooi boy playing soldiei, for the fun there if in it. The carpet-bagger docs not vote like the intelligent n an of to day, because he lastshis little, ballot where he will not benefit a town or a country, bi cause the carpet-bagger is not a i'izen. Th Orleans C.-B. may vote here once but by the next town election he may be at home on tho farm, and as he turns over the soil, or is h trves:ing the grain, his thoughts will run back to thut bal!ot cast here and as he drinks deeper of the "Pierian Spring" he will become mere thoughtful and then the regret will come that he ever cast a ballot without earnest thought upon' the matter, and it will perhaps teach him that the intelligent voter does not exercise his suffrage just because it is his right but always because it his duty. "Bummer" hopes it will not be necessary for a "double dose" of the stuff you gave last week, and be sure and don't dish out any of the medicine t lie temperance candidates used on the day of the election.
