If, however, after such examinations, the board of State house commissioners shall find that none ef said plans are suitable, they shall reject them all and at once cause publication to be made in two newspapers within the State, and one each in the cities of New York, Boston, Philadelphia, Cincinnati, Chicago, Louisville und t3t. Louis, that at a certain time, not to exceinl ninety day's thereafter, they will proceed to examine such plans and specifications for a State house building, not to exceed in cost two millions of dollars, as may bo submitted to them by competent architects; and each of said competing architects shall submit to the beard a sealed proposal of what .fees, salary, or percentage he will charge or expect, if his plan should be adopted. Tho building shall be fire preof, so as not, to require that It hail be insured. The materia! shall ba of the best quality, and the directions, plans and specifica tions cf the worlc shall b executed by skilled nnd reputable architect, contractor, artists, mechanics and laborers. The board shall, so far as Just and practicable, "roako preference of Indiana material and labor. In any plan and specification accepted, the architect shall too required to and shall guarantee that each and every part of tho building shall be perfect and complete In itself and sufficient to accomplish tho purpose for which it is Intend ed as fully, and completely as is made to appear or represented in tho plan or declarations of the architect; and he shall ba required to give bond with accepted securities In the penal sum of $100,000 conditioned that said erson shall be complete and perfect for the purposes designed acd Intended, and that the building shall be fatly completed and finished as a whola In over j', part for and within the price and cost estimated and fixed by such architect, and which price and cost shall be stated in his proposition or submission of a plan and specification.
