Xot much regular buslne? will be transacted until the Presidential question is fully fettled. Such oils as that udaiing to the Sioux City and Black Hills railroad must abide their time. Some of the organs of t lie Republican partj should explain how Louisiana van be said to have 'a republican form of government" when it is the same which existed in 1873, when Senator Carpenter, a Btanch Republican, objected to counting Louisiana's vote for 3 rant and Wilson "because there is no State government in said State which is Republican in Sorm." They did not count Louisiana. The State government and lleturning Board are the same today, yet the llepublican party asserts that Louisiana shall be counted for Hayes. The Democrats don't ward war. They have a .sneaking notion, how ever, that they are entitled to "life, liberty and the pursuit of happiness" In this country. They don't like to be disfranchised and have the will of the majority set aside. They want the man who is legally elected President inaugurated. As w:h to have been oxfeeted under Chandler's orders "In count them for Ilazen wheeler nt all hazards" the vote-? of the three di.--p.ufed Southern Staie.s were all counted far tfie .Republican candidates for President and Vice President. The D.ar.ocrat ?e electors of those Stales met and east tin ir votes for the peoples' choice Tilden and Hendricks and it remains now for Congress to settle the question as to whom was elect. ed in those States the, Hazenwheeler or Tilden and Hendricks electors. But no matter how Congress decides that question the matter is settled from an un looked for quarter an Oregon elector with his little ballot has settled the vexed question. Oregon gives Tilden one vote and Hayes two vote, which gives Tilden 185 and Hayes only ISi, counting the three Stales, South Carolina, Louisiana and Florida all for Hayes. This insures Tilden's election beyond a doubt. In Indiana our Supremo Court decided In Jhe ease of Guliek vs. New, 14th Ir.d. p ipe V' that when two men were candidates for an office, one of whom was eligible and one ineligible, that all votes given ihe ineligible candidate counted nothing, and that the eligible candidate receiving a majority of the votes that could b counted was elected. the uovernment can not escape recollection.- But the explanation is so siiiip'e, natural and seemingly truthful that id- political foes political pas-ion-?, so far as they re late to him, being almost bu:i -d will admit that ise 'tas been more stoned against that sinning. He naively says that ha was called to the Preddeney wbh ut aay pre-vit-u3 political -ralningj that since he was seventeen y ars of aga he had only twice even witnessed the excitement attending a Preside?? tied election until hi own Candida y was precipitated upon him; that at only one of these was he eligible as a voter. He fairly pleads: "Under such circumstances, it is but reas-malde to suppose that errors of judgment must have occurred." The nation will accept this plea without, di-pute. The sins of his Administration will hereafter be visited upon his party rather than upon him. probably unto the second generation. This confession of the President, as the last sands of his Executive Ad ministration are falling, that he was totally ignorant of civil affair--, as innocent as a ehild of knowledge of polity and public policy, will be accepted by the nation as in mitigation of his offenses, and by the same token it damns the Republican party to whose managers Grant listened. He says significantly: "Mistakes have been made, as all - can see, and I admit, but it seems to ine oftener in selections made of assistants appointed to aid in carrying out the various duties of administering the Government, in nearly every case selected without a personal acofu iintar.ee with the appointee, hot up n the recommendations of representatives chosen directly by the people." This gently shifts the burden of Ltho "mistakes" to the s'louiders of the Republican party, where the greater part of it uncloubtcdly belongs. It will not quite cover the eases of Babcock and Bel nap, but it is almost a "true bill." This message and the civil career of Grant will teach the nation a lesson. On the eve of the fird nomination of Grant, Charles Sumner, the seer of the Republican party, then on terms of friendship and intimacy with Gram, f.r.-:v the re-u!t of 1 utrir- a ddier 1 the ho.. d of civd cddr-. The most important recommn dation in the message, and one wh'ise Importance at this moment commands the attention of the C unt.-y, relites to ttie choo-ing a id declaring the ekv'tion of p. President. It is urged that greater safeguards be thrown about the existing methods. -Singularly, no explicit recommendations are offered. The "enlightenment of elector-" is the onl v remedy suggested. The President would favor compulsory cducition, and ;"the disfranchisement of all who cannot read and write the English language, after a fixed probation," would meet Ids approval. ExiCtly how this would remedy our electoral system of choosing a President does not appear; but as the President would not make this policy apply "to those who are already voters," which would leave the negro a vote, but to "foreigners coming to tlrs country" who did not t ke interest enough in our language to acquire sufficient knowledge of it" to enable them to vote the Republican ticket, the animus of this passage is evident.
