reasonable to assert that the large connties of Marion and Wayne, for instance, could be effectually and suulciently represented by one representative, than that four counties could be so represented; for in the latter case, there is often a confiictof interests, each county having a separate and distinct interest from olj other counties, whilst in the largo and populous county, there is a unity "of interest. I hope, therefore, that this fact will be borne i:i mind by those delegate representing the larger counties of the State that have two or more representatives, and that thov will not exact too much from the new counties, which are rapidly in creasing in population, but will be disposed to'givo them a fair, and indeed liberal share, in the representation of the State. It is assorted that representation' and taxation should go together, but this piinciplo bears heavily upon the new counties. We have a burdensome State debt which these new counties had no agency in creating, and j-et they unrepresented in the creation of it, are to share in tho taxation' necessary to discharge the interest on an indebtedness from which they have derived no benefit. I trust that a liberal system of representation will be settled upon, so far as the new ar.d weak er counties are concerned. .Representation in these new counties hss hitherto been kept at a great distance as it were from the people, and I am persuaded that they are possessed of no right which this Convention might be disposed to abridge, that would excite among them as much angry resentment as this right cf representation. I am satisfied that nothing will do so much to prejudice the success KJ any Constitution that may be submitted to them, as the diminution of their political importance. However wholesome otherwise its provisions may be, however advantareotts some, ii' not all of its amend-
