Philadelphia are preparing a repotttobe presented to the people, of the loss by damage and destiuctiun done to the property of the city and citizens by rioters, ami the expense the city has been at in attempting to suppress riots. This bill, which will run up into the hundred-thousand, added to the loss of life and maiming of individuals, will have, it is thought, a good etfect both upon law and order citizens and rioters. It will, at any rate, show that riots are not a profitable thing to any party, but combine till the horrors of war with the burdens of taxation. Possibly, as the police and military force have been found inadequate to preserving order in Philadelphia, an appeal to the life and propri ty interests of the community may succeed. We sincerely hope so. Put a more positive way of curing the evil would be a union of the triple interest und triple government there. fcrThelTov. C. W.
