OFFICIAL. PROCLAMATION BY THE PRESIDENT OF THE UNITED STATES. There is reason to believe that an armed expedition is about to be fitted out in the United States with an intention to invade the Island of Cuba, or

Liverpool Markets. Liverpool, August 4. Cotton. Trade continues quiet, but steady
Cotton is in moderate demand, though to a less
extent this week than for some time. The sales amounted to 42,200 bales, of which 4,300 bales
were taken by speculators, and 5,700 for export. The following are the quotations: Upland, 4)2"d

In London Money is abundant, and can easily
be obtained on terms previously quoted.
Advices from Havre, of the 7th August, state that the excitement given to the Cotton market on Wednesday by the America's advices, via Liverpool, came to a complete stand on the following day. Sales reached only 300 bales, at an advance of Id.
The weather continues fine, and the prospects for an abundant harvest are of the most favorable character. The harvest has commenced in the South and East of England, and from present appearances, there will be an abundant yield of all kinds of grain crops. There is great depression in all kinds of Breadstuffs, particularly Indian Corn. White and Yellow is quoted at 24sffi25s per quarter. The sales of good and sound American Flour are to a limited extent, at 2As(325s. Prices are in favor of buyers. Inferior brands are offering in quantities, at 20s21s. The funds this week have been less buoyant. On Thursday Consols opened at a decline of percent., and is only partially recovered, leaving off at 9294j?. Yesterday they closed at

Hungary. The Hungarians continue successful. They have defeated and out manoeuvred their enemies, placed the Austrians in peril, and cut off the Russians from the base of their operations. Three great Generals are now in communication with each other, ready to act together if necessary Their respective positions are rendered secure by the nature of the country, while there is nothing
