When the fifteenth amendment, to the Constitution4 of the United States was adopted by Congress and submitted to the .State -for ratification, the Democracy of Indiana fought it'm st bitterly In the Legislature, in the pre and on the otump. One of the ntwk arguments against the amendment and the legality of' the proceeding by which it wuf pronged id adopt it was that it had nevr Wn submitted to the people. The. Constitution of ; the United States says that amendments to-the instrument nmy be pro, poeedby Qongrei, and, when, ratified by the

Yet ' the main argument of the Indiana Democracy against the fifteenth amendment was that it had never been submitted to the people. During tie pendency of the question in the Legislature, Hon. John R Coffroth, of Lafayette, presented & petition signed by over 2,000 Democrats, protesting against the adoption ol the amendments, becaue it had not been sub
mitted to the people. In their speeches on this subject in the Legislature and on th stump Democratic orators of hiuh and low " degree took the ground that the people were ; aovereign, the source of all power and that it was a gross outrage and a violation of the fundamental principles of our government for Congress to attempt to secure the adoption of an amendment to the Constitution without giving the people a chance to vote upon it, at least in the election of a Legislature.
