Beginning at the intersection of the center lines of Main and Sixth streets, in the town of Petersburg, Indiana; thence along said Sixth street s 42o 00’e, 1,570 feet from station 0 to station 15 plus 70; thence along a public highway known as the Line road, by the following.courses and distances: south 8,695 feet to station"101 plus 75; s lo 15’w, 5,825 feet to station 160 plus 00: s Oo 54’w, 9,417 feet to station 254 plus 17 ; And terminating in said highway at said station at the intersection of said highway with the line dividing Washington and Patoka town 'hips, said' county. The total distance of the above described highways is four miles and forty-two hundred and ninety-seven feet. We submit herewith a map of the roads herein above described, marked exhibit“A” and jnade a part of this report. • ' Wo submit herewith a profile of said roads herein above described, marked exhibit “B,” which is also made a part of this report. ' , We also submit specifications herewith in conformity to which said proposed roads shall be constructed.

SPECIFICATIONS. FIRST. The roads hereiu above described shall be referred to and known as Frank RfBilderback, James Shawhan et al system of free gravel roads in Washington township, Pike eonnty, Indiana, and shall be improved upon the lines staked out by the engineer in charge, SECOND. Bidders must examine for themselves befoire bidding on the work, the location of 11 . i['

the proposed work, that no misunderstand* ing may exist in regard to the nature of the road.. : > THIRD. ' FOURTH. The right of way of theseyoads shall be i (34) thirtydour feet in widtli except: where | excavations or embankments are to be I made, as indicated on the. profiles, where it | shall be sufficiently wide to keep a slope of one (1) foot horizontal to one (1> foot verj tical in excavation and of (If) one and one-half feet horizontal to oue (1) foot [ vertical in embankments. Said right of j way shall be ClearjPf of all obstructions of any kind whatever to the public utility of said roads. All brush, timber and stumps shall be removed from the road lied, FIFTH—ROADBED. The road shall consist of eighteen (18) feet of the right of way measured nine (9) feet on either side at right angles to the center line of the right of way exclusive of side ditches. The renter line of said road bed shall conform as nearly as practical; to the center line of the righted way. The road bed shall be made to conform to t he sub grade, as indicated on the profile thereof, and shall be dressed in a smooth and workmanlike manner. The crown of the road bed shall be raised four (4) inches in the center and slojied to the sub grade at the shoulders thereof. * SIXTH—DITCHES.

Ditches shall be constructed along each side of tne road bed to permit no water to stand therein at an? poiut. The satheshall be at least three (3) feet in width on the ton measured from shoulder to road bed. Approximate depth of one (1) foot and width on bottom of one (1) foot. The foregoing dimensions,may be varied wherein the engineer in charge may’deem it neces'sarv. All old ditches which are detrimental, to the road bed in any way, or being apparent that they may in the future cause washouts in the road bed, shall be filled ami made so compact that the water shall in no case flow through them. Whenever the natural outlet for drainage of these - roads is into or alorig the side of intersecting roads, outlet ditches shall lie made to permit drainage into said natural outlets. The road bed shall conform to the sub grade of the roads indicated by the red lines on the profil^. The present grade of the roads shall he excavated or tiiied, as the case may be, to correspond to the grade indicated by said red lines, which represent the top of the finished grade. Upon the portions of the road where no excavations or embankments are* shown, the road shall tie dressedjand crowned as before specified. Said road bed shall be eighteen (18) feet wide on top at all points, exclusive of side ditches. ; . 4 EIGHTH—EXCAVATIONS AND EMBANKMENTS. Excavations and embankments shall be made at places shown on the profile of the respective roads, and at such-other places as is necessary to make the grade of the road way eighteen (18) feet wide at the top, exclusive of the side ditches. Excavations shall be made eighteen (18) feet wide at the bottom, exclusive of side ditches, and the sides thereof slope at the ratio of one(l) foot horizontal to one (1) foot vertical. Embankments shall all be eighteen (18) feet in width at the top and must be built with : zontal to one (1) foot vertical. All side ! elevations shall be cut down and sloped as aforesaid, and side embankments made where necessary, so that the road wav-shall be of uniform width on a true line. Where excavations are in excess of embankments j the contractor shall dispose of the surplus as the engineer may direct. All excavations or embankments made at intersecting roads will require approaches made from said roads by cutting or filling, so there shall be an easy approach to said roads. Grade and line Stakes will be set by the engineer in cuts and fills and at such other places as he may deem necessary. The stakes must be preserved m position by the contractor. D Culverts shall be constructed in the line of the improvement at such places as may be indicated in thf estimate schedule to be tiled with the final report. All outlets to such culverts shall be opened to a sufficient-distance beyond the right of way line that no water may stand in any culvert. All new culverts shall be constructed of the best quality salt glazed, vitrified clay culvert pipe, free from cracks or injurious imperfections. Such pipe shall be laid in trenches brought to grade indicated by the engineer, and the bottom of such trenches shall be excavated to tit the shape of the pipes. The earth in the bottom of the trench aud the back filling shall be compacted by ramming. The ends of ail new culverts shall be protected by the construction of masonry abutment walls twelve (12) inches in thickness and projecting one (1) foot above and eighteen (18) inches on either side horizontally beyond the external diameter of the pipe and to such a depth as may insure against washouts, which shall be determined by the engineer. All masonry shall lie constructed of the best quality Portland cement concrete composed of one (1) part {savior’s Portland cement (or any Portland cement of equal quality), two (2) parts of clean, sharp sand and four (4) parts good, durable limestone broken to pass through a two (2) inch ring. Such concrete shall lie mixed dry in the above proport ions and sufficient water added to make the same work well. The concrete shall lie laid in the forms in not more than six (6) inch layers well rammed, until the mortar is flushed. The exterior of the walls shall be neatly troweled. All material and workmanship shall be subject to the inspection and acceptance of the engineer. SEVENTH—GHAUE. one-half (1^) feet horiNINTH—CULVERTS. TENTH—BRIDGES,

Said bridges shall be of the steel 1 beam pattern with lattice railings, and shall be constructed to the dimensions shown in said schedule. Road ways of such bridges shall be fourteen (14) feet of clear width. The sub structure shall be of the steel leg pattern upon white oak undersills sis: (6) by twelve (12) inches sixteen (16) feet long. Wings eight (8) feet in length shall be built on both sides of each sub structure. The sub structure and wings shall have a backing of one-fourth (}) inch thick steel plates securely bolted to the- sub structure and wings. Said wings shall be supporter! upon the same kind of undersills reouired for the sub structure and each pair of wings shall be connected by two (2) three-quarter (J) inch anchor rods* extending across the road way. Said bridges shall be constructed in conformity to “Cooper’s Specifications for the Construction of Steel Highway Bridges.” ELEVENTH—ROAD MATERIAL. After the completion of the road bed as hereinbefore specified, the same shall be

compacted by a road roller weighing not less than fire (5) tons. Upon the road bed thus completed the road material shall be placed in the following manner: Boards six (6) inches in heighth shall be placed ten (10) to;t apart, five (5) feet equi distant on each side from the center line of road bed. Between these boards shall be placed crushed limestone of good, durable quality crushed in form as nearly a cube as possible and of a size to pass through a ring not greater than two and one-half' (21) inches in diameter, nor less than one (1) inch in diameter. Said stone to be laid upon the road bed between the aligning boards to a depth of eight (8) inches in the center, gradually decreasing to a depth of six (6) inches at the side and ten (10) feet wide. When ordered to do so bv the engiueer the contractor shall dump the stone upon the boards and move the same to the proper place upon the road bed by shoveling. After the stone has been laid t^pon the road bed in a uiri|grm aud even manner said stone shall b# rolled and compacted by a road roller weighing not less than five (5) tons. Upon the stone so prepared shall be laid a good quality of gravel having good cementing qualities and sixty (60) per cent pure when’Heated, dry with a number six (6) screen. The gravel shall be laid upon the stone to a depth when laid cf two(2) inches and to a width of not less than ten (10) feet. Or instead of gravel as above specified the contractor may use a good quality of durable limestone crushed to pass through a ring not greater^ han one (1) inch in diameter, nor less than one fourth (£) of an ityjh in diameter. Said limestone when used shall be placed upon the road bed in the same manner specified for gravel. After (he road material has been laid upon the road way as above specified to a full depth of ten (10) inches in the center and gradually decreasing to eight (8) inches at the sides', the same shall be rolled and compacted by a road roller weighing not less than five (3) tons. Not less than one thousand, four hundred and seventy (1,470) cutijp yards of road material shall be used upon each lineal mile of road improvement in the proportions above specified. TWELFTH—MATERIAL AND IMPLEMENTS. All materials shall be subject to the inspection aud acceptance of the engineer and superintendent in charge; and any material condemned by them shall not be used. All material ami tools required and used in such construction of said roads shall be furnished by the contractor at his own expense., All rejected material shall be removed from the work at once.

THIRTEENTH—CHARACTER OF WORK. All work performed in the construction ot said roads shall be in an efficient ami workmanlike manner and in accordance with the plans and specifications and profiles adopted by the board of commissioners. The contractor will be required to maintain and repair any defects in the grade and road material whenever the superintendent directs him to do so until said roads are received by the board of ^commissioners of said county. ' Contractors shall vigorously prosecute the work of construction and if in the opinion of the board of commissioners any contractor is not pushing the work of construction to insure Its completion within the time specified, and he shall after notice to that effect from thersaid-board fail, refuse or uegleet to take measures to insure completion within the time specified; the board shall declare said contract forfeited and proceed to have said work finished and said contractor shall be liable on his contract bond for any increased cost in the work. 5 FOURTEENTH—FOREMAN. lit the absence of the contractor, he shall keep a comment foreman oujhawork, to whom the superintendent or engineer may direct orders. FIFTEENTII-r—DAMAGES. The contractor will be required to pay to persons so awarded, all damages upon the section of the work contracted to the persons awarded the same. 1 he undersigned respectfully report that upon the expiration of ten (10) days from and after the completion of the report, profiles and maps of the surveys of the roads and highways' included in said petitions, said viewers proceeded to the consideration of such claims arising,,from the appropriation ofa private property for making said improvements, which'had been tiled with them by the persons interested therein. Smith—it being the only claim under said petition— was considered, and the said Owen O.Smith awarded the sum of two hundred and fifty ($250) in full of aH damages. The said Owen 0. Smith feeling aggrieved by the assessment of damages herein, demanded of the board of commissioners that same be assessed by a jury. Whereupon the board of commissioners selected J. W. Thomas and S.
