Boone the projector of the Black Diamond system of railroads, io speaking of the financial system adopted in the building of the railroad, writes as follows to the Vincennes Commercial: To satisfy the most skeptical and to demonstrate that there is today behind the Black Diamond in the Southland I will state that south of the Ohio river, there is pledged to form a guarantee fund from which interest upon its first mortgage bonds is practically assured, fully $3,100,000 in addition to a pledge for right of way. Tennessee, pledged one million of dollars, and if need be can vote and will vote to tax themselves toj the full limit of the law. which is $1,775,000, making It possible to aid more than one thousand dollars per mile for the completion of the 1,275 miles of road as ts contemplated in the Black Diamond system of railways. No doubt men eau be easily found who will sav that this mileage could be built by the |<oople interested m tlte construction which I calculate is not far from five million dollars. To the many ami doubters, let them look to the feat accomplished by Gen. Samuel Thomas amt Calvin S. Brice, who built the Niekle Plate within site of the Lake Shore, from Buffalo, New York, to Chicago, Illinois a distance of.,523 miles., They not only built this mileage within one year but paid out more for the right of way than it will cost to grade the Black Diamond from the Ohio river to the sea, a distance of 720 miles. SIGNIFICANT EVENTS. The Election In the Fourth Indiana District PERFIDY OF THE OHIO POPULISTS. Sarprltlni Democratic Majority la Judge Holman’* Old District—Middle ot the Hoad Populist* Name a Ticket For the Purpose of Aiding Hanna. The result of the special election in : the Foufth Iutliana district to fill the j vacancy occasioned by the death of the [ late Judge W. S. Holman is of special j significance. Last year the normal majority of the Democratic fusion ticket in the district was 747. Mr. Holman j ran ahead of the ticket in the district and received a majority of 835 votes. Last year the Populists put up no I candidate against Judge Holruan. At the recent election the Democratic candidate, Hon. Francis M. Griffith, was compelled to fight a Populist as well as | a Republican candidate. Both of his opponents are preachers, and personally popular in the district. There were no personalities in the campaign, the contest being fought on purely political lines, the money question playing the most prominent part. Our dispatches show that Mr. Griffith was elected by the surprising majority of 1,158, in the face of the fact that Dr. Browder, the Populist candidate, received 600 votes, whereas Judge Holman, with no Popalist opponeut, and with both parties polling their foil vote, had a majority of ouly 825 Our readers cau sift out the significance of this result for themselves, bearing in mind the fact that Judge Hclxnnu was a man of national reputation and the most popular public man in his district. He was never defeated uutil 1894, when the voters of the couutry united to protest against Clevelaudism. He was re-elected last year after the people had discovered that Clevelandism bore uo relation to Democracy In 1894 the Popalists polled nearly 2,000 votes in the district. At the recent election theyjpollod 600 votes. This shows that the fusion of last year ou the silver issue has had the effect of restoring to the Democratic party the Populists who really believe in Democratic principles and who are anxious to promote the reforms they advocate. The Democratic gains in the Fourth Indiana distriot have a deeper significance this year than ever before. They meau that the people in all parts of the country are prepariug to rally to the support of the Democratic party and in ‘ this way take their government out of | the hand3 of the trusts. Auotber significant event is to bo j found in the exposure of perfidy made j at the recent Populist convention tu ■ Ohio. It was proved conclusively under j oath that the Republican state commit- \ tee had put up fuuds to defray the ex- j ponses of the antifusion movemeut, with : the view of forcing the nomination of a Populist ticket aud thus withdrawing from the Democratic strength. The j nomination of Coxey was the climax of < the transaction with Hanna and is in itself sufficient to opeu the eyes of the j voters of Ohio to the fact that the oouveutiou was held aud candidates north- j nated in the interest of that archplotter against the welfare of the people. It is fortunate for the Democrats that j the convention was held. Otherwise j there wonid have been no exposure of j the methods and iuteutious of those per- j fidious Populist leaders who have sold ' themselves to Hanna. Those Populists ; who believe in the principles of their party will not be slow to reseut the ef- j forts of the middle of the road men to betray them. The middle of the road } Populists m Ohio have put out aseparale ticket for the sole purpose of taking away from the Democratic candidate the votes of the Popalists who would otherwise be east agaiust Hanna. Ordiuarily this would be a very shrewd move ou the part of the Republican leader, but, under present circumstances, it is such a boldly awkward effort to deceive honest rueu aud its purposes are so plaiu that we wonder why ! Mr. Hanna did not employ his money j in a way better calculated to fool the 1 voters. Populists who have beeu bought | or who sincerely desire to aid the Republicans may be expected to support C'oxey, bat those who believe in honest government and honest political metbodl will vote for the Democratic candidates in every couuty and precinct in the state.—Atlanta Constitution.
