TRUTH PERVERTED. FACTS L ABOUT THE DIFFERENTIAL SUGAR DUTY.
B*publicans Solely Responsible For Any Injarf It May Inflict on Trade—McKinley Tariff Protected the Trust at Public Expense—Democratic Purpose Attested. In the regular Washington correspondence of the New York Tribune appeared the following precious paragraph in regard to the discriminative duty of one-tenth of a cent a pound on sugar imported from bounty paying countries: “The bouse of representatives responded to the president’^appeal to rescind the duty and adopted his recommendation. The Democratic senate ignored both the appeal and the recommendation, and the obnoxious provision remains in forca” Now, what are the facts in regard to this obnoxious provision1: In the second session of the recent congress the conference committee of the two houses had agreed to its repeal, bnt in the peculiar position into which the tariff bill had fallen neither this nor any other amendment could be made without endangering the' entire measure in the sonata In aooordance with this action of the conference committee, the house, by a unanimous Democratic vote, passed the bill td repeal the discriminative duty cn sugar. Put while a sprinkling of western Republicans voted for the repeal in response to the demands and interests of their constituents ex-Speaker Reed and other leading Republicans voted in the negative. Among the nays were Representative Dalzell and a number of other Pennsylvania Republicans, but not one a Republican vote from Pennsylvania was recorded in the affirmative. Whether these Republicans so voted merely to embarrass Cleveland’s administration or •whether they regarded this differential duty as proper in itself does not -clearly appear from their utterances, but the public has a well grounded opinion : on tiie subject. As to the senate, its Republican members declared in a formal caucns that they would consent to no amendment of the tariff in any respect. In view of this threat, which the Republican senators were able to make good, it would have been a mere waste of publio time * to attempt to repeal the discriminative duty ou sugar. Tbo disposition of the Democrats of the senate on that subject was reflected in the actiou of the conferenoe committee in the previous session. They failed to repeal the differential duty on sugar only because of the obstruction of the Republican senators. In keeping with the above quoted perversion of the truth is the assertion in the same correspondence that the new tariff, by this differential duty on sugar, has ‘^caused” a sudden reversal “of the favorable conditions of trade with Germany. ” It is charged by all the organs and orators of protection that the new tariff law greatly favors the trade of of Germany and the rest of Europe at the expense of the American people. In such case why should there be so great a clamor on either side of the ocean over this trivial differential" duty of onetenth of a cent a pound on sugar? But how great and sudden has been this “rever&al’’ of couditjfons? The McKinley tariff imposed this differential duty on the refined sugar of bounty paying countries, and the new tariff law simply extends it to all imports of sugar from those countries. By the McKinley tariff the refined sugar of Germany was excluded, and her raw beet sugar was admitted duty free, both operations having been designed to serve the interests of the Sugar trust at the expense of the publio treasury as well as of the consumers of the United .States. But as long as the German agrarians had a free market for their raw beet sugar in this country they niade no complaint over s the exclusion of the refined sugars of the German manufacturers. v' Whatever else may be Said of the differential duty on sugar, its repeal in the last session of congress would have removed a pretext of the protectionists Of Germany and France to make war upon the export trade of the United States. Ifeis quite true that the embargo upon American beef and cattle in Germany was not the act of the imperial government, which has not taken one step against the trade of this country since the new tariff was enacted, notwithstanding the agrarian Clamors for retaliation. The prohibitions upon these exports have been made in German seaports on alleged sanitary grounds. But if the differential duty ou sugar really be at the bottom«-of these measures, as the protectionists of this country loudly assert in spite of German official denials, the Republicans in the senate are solely responsible for all the injury that the duty has inflicted or may hereafter inflict upon American trade. Bad they not obstinately barred the way the duty would not now be in existence. The purpose of the Democrats in the last congress is sufficiently attested both by the act of the conference oommittee and by the vote of the house in favor of repeal. —Philadelphia Reoord.

Harrison was without them. Cleveland sought j to direct his phrty, Harrison to fellow it The one strove to be a president in fact, the other to be simply a partisan agent The misfortune of Cleveland, of his party, and, we may fcdd, of the country also, is that bis party would not follow him. Here was the reason for party demoralization and consequent Democratic overthrow. It may be said that this insisting upon leadership proved arrogance on the part of Cleveland, and the question may be asked, Why should the party follow one man! Our reply is, Because that oneman represented professed Democratic principles. He was simply doing his dnty in an office to which his party and the people had elected him. His position on the tariff was that on which the presidential victory was won. His position on the currency was that of a fair interpretation of its platform, though it most be admitted that a portion of both parties intended, if not to repudiate their platforms on this point, at least to interpret them after, their own manner. The Democrats h^ve reached their present state of depression because they refused to follow the man whom they had elected to represent their party. If Cleveland had been willing to yield to a conspiracy against the principles on which he Was elected, and to sacrifice the business interests of the country in the effort to promote party harmony, the party might not have been in the anarchical condition it now occupies. Harrison, in the* same circumstances, would probably have patched up matters and kept the party together by a compromise. Cleveland was too much a man of individuality, too dogged in his devotion to what he deemed right, too much not a politician in the modern sense to do this. We believe this is a fair statement of the case, and qne in which the" more thoughtful and unprejudiced people of both parties will agree.—Bostun Herald. „ I A DIFFICULT TASK. The Sugar Trust Will Find It Hard Work to Keep Out Foreign Sweets. The Sugar trust is reported to have issued an edict to the brokers who sell its products that they must not engage in.the business qf selling foreign refined sugars. This arbitrary exercise of au Jhority will cut into the profits of some Lof the brokers and may temporarily embarrass the operations of importers who have been accustomed to utilize the services of the regular trade brokers, but it will not stop the inroad of foreign sugars when market conditions shall admit of th’eir sale in competition with the product of the domestio refiners. Tho trust must hit beyond the intermediary agent to derive any permanent benefit from a boycotting movement cf this character. In order to prevent the purchase of imported refined sugars by the wholesale grocers the magnates of the American Sugar Refining company will have to find a way to punish the buyer as well as the salesman, and this will be a difacult task even for the Havemeyer combination.—Philadelphia Record. ■ ;_ He la a Republican.
