How to Drill Roads, The editor of the Drainage Journal, in a public address, said that among those who have given the subjest of road improvement careful attention there is a settled conviction that the good condition of thorough drainage a system which embraces not only the removal of the storm water which falls upon the surface of the road and the land adjoining, but also the water that filters through I he ground. The Jailer, if allowed to percolate into and through the subsoil muderlyingthe road-bed, will render the travel way soil and spongy*, often ajfecting the compacted surface, of the road so as to cause it to break Aip, or, in other words, *‘the bottom drop^ out.” The remedy is thorough drainage. In fact, the basis ot all road improvement is the thorough drainage of the road surface and the foundations of the road embankments. In the experiments which have been made in road drainage by laying oua or two lines of tile drains along the side and parallel with *the road, the result has been so satisfactory that some persons have become enthused with this method of road improvement, and concluded that in it there is a remedy for all defect wrhich.inay beencountBut we are convinced that the ered. best improvement ot our highways will combine at least there essentia) features, which are 1. A road embankment'of sufficient height to be at, least above overflow from extraordinary rainfall and sufficiently crowning shed the water readily, ard wide enough to accommodate the travel and not of greater width. 2. That the road shall have open ditches on each 6ide of sufficient capacity to carry all flood the roadway and from lie lauds adjoining into the nearest watercourse water from without hinder* nee. Thje surface or open ditches should have such a perfect grade that no water will find a lodgment along the road on either side. 3. That two tines of the tiledralns be placed parallel with the roads, one on each side, *t the base of the embankment.

Chicago newspapers have lately gone into merchandising in connection with their efforts to increase their circulation, to such an extent as to involve them in some difficulty with their large advertisers who object to the low prices and good values offered. The most notable instance of this is the Inter .Ocean, which was compelled to dispense with its very popular Book Department for otbei reasons. It continues its World’s fair Portfolio Department, _ however, which is delivering about 11,000 per day at present and has just added a comprehensive series of “Views of the World,” and a book of music called “Harmoniised Melodies” on the same plan. Ail bitls therefor to be sealed and filed in said Audttors office by twelve o’clock noon of said day, and none to be tiled after said hour.
