But taken as a criticism is a good tiling if r Wisely directed and properly admin--i-'erod. It corrects errors, cultivates "taste, and conducts the world in the light path* to the attainment of the most substanciai good to the greatest number. . It cannot be successfully launched | from the platform, pulpit or"stump,” unless it is caught up and repeated . by the. press, like a far resounding echo, which is multiplied until it reaches all ears, and quickens the . general perception. There is no universal standard of taste, and such a regulation would be as impossible to establish as a universal language. Tastes, in all matters and things, ar6^ formed, and trained, and educated/ by circumst slices aud surroundings. They are almost as various in color and shade ins the human countenance and complexion. In nothing do tastes differ more widely than in literature, and the choice of books as the result. ^As a Kencraf rule, children do not like books when first introduced to ihem, and never take kindly to those they are forced to read. Put all vices from your midst, and then you may expect the blessing that is prom* hed to the good. “Or it may be the ‘Girl Abont Town’ has married broad shouldered, black* haired, brown-eyed, hatchet-faced ‘Boy About Town,’ wltose age is ‘live and thirty years,’ and intends to stir him up to a redoubling of his diligence, and retniud him that the old adage, “A rolling stone gatherers no moss,” should read: ‘Nothing attempted, nothing done’, and intends that he sltall, by her kindness and many good deeds, be constrained, to the correction of this adage, to urge upon all people that, if they wish to be good and do good, they must stand up like men and put- all the vices from the communty.” Enumeration of Children. Lacking the space, we are compelled to omit the paragraphs that are merely intended tor giving emphasis to the facts stated, as well as a few interrogatories, and print the important points only, of a letter on the proposed change in the enumdration which the School Supt. insists on having published, as follows: “If I understand the object ojf -the change, it is not to exclude any otic from school but rather to encourage a larger attendance. “The catholics will be permitted to go to school just the same as they always have. The reason that the name catholic enters into the discussion of the question, is that In the cities all the catholic children are enumerated by the city trustees ffnd at the same time they attend their own Private schools. “The cities draw money on thcii children that are not benefitted by the monev hence it is not just to the conutry schools. It is also claimed amVproven to that the cities swell their enumeration-list to about double what it actually is. Statistics prove that the average daily attendance in the schools of pupils, in tlie leading cities of Indiana runs from 30 to 40% of the enumeration or an average of 35% while that of the country schools runs from 60 to 70% or an average of 65% of the enumeration. “Here is another point to consider, the teachers in the city of Indianapolis get on an average of $4.37 per day, in F». Wayne $3 97,* in Evansville 3.89 and other cities similarly^ and another alarming fact is that these cities have a ten months school. . “While the above is proven by statistics, this is also true that the country schools average, taking the entu:a«-aiatf^ 4% monlbs and the teachers arc paid on an average of the pitiful sum of $.1.87 per day. “Jl Animated, and I think correctly to, that if the change on the basis of Apportionment is made from that of Enumeration to that of the Average Daily Attendance that it will give the country on an average
of a six months school and pay the teachers on an average of at least $2.27 per day, and will at the same time do away with the Local Tuition levy made by the Trustee each June “And here is another great save to the people also, instead of the Trustees making from $10 to $30 taking the Enumeration each year; this responsibility will he taken from the trustee and made a duty of the teacher as he will keep the record. ' “It cannot possibly effect, any one but the cities and they only where fraud has been practiced in taking the enumeration, and as we have suffered a considerable by their frauds and they have prospered at our-ex-pense, let us milk the cow awhile and let them do the feeding. “I made it a point this year in my visits to the different schools to get accurate report^ from the teachers as to the enrollment in each school and the number present on the day I visited each school, and I have made a calculation taking the enumeration and the enrollment as the-bases. “In this county the enrollment is B7% of the enumeration, and the attendance is 83% of the enrollment and the attendance is 79% of the enumeration. “It seems to me thilt this is most an extraordinary showing for the schools of IMke county. It shows that the people are interested in the education of their children and the prosperity of the county, it also speaks well for the teachers of our county; and another thing that gives us better attendance is the cheapness at which school books can be had, it enables almost any parent who desires to school Ills children to get books for tnem. Another great advantagdlhat will be gained by a change in the basis of apportionment, in this. It will encourage teachers to work harder to get a good attendance at school aiid it will encourage parents to send their children more regularly, for the belter the attendance the more money we get, the more money we get the more school we will have, and the more school we have and the better is attendance the better the interest and the better the school. “The more I think of the change Ihe'inore l’m in favor of it. By an act of the General Assembly the Tax Duplicate is divided into two installments. The first, including Road 1 ax, must be paid by the third Monday in April, 1891, or the whole will be delinquent and subject to penaltieg^ The second installment on or before the first Monday of November following. All delinquent taxes due from the payee of any County Order must be paid before any County Order will be redeemed.
