The postage collected on second-olaes matter during the year was |i,KUM, which represents a weight of over 63.000 tons. This is an Increase of nearly )S per per cent over the previous year. Attention is called to the sub agency for the distribution of postal cards and stamped envelopes, established during the year at Ohicago. This agsaey has not only worked well, but it has saved a very considerable amount to the Government. Recommendation Is made for two other similar agencies at St Louis and Atlanta Recommendation Is made that In all cases where oaths are required In the "transaction of postal business, postmasters are authorised to administer them. Three Important recommendations are also mads as to the manner of collecting postage on second-class matter, and ns to abuses which spring from defects in the present law. The first of these is that the postage on nil second-class matter shall be paid by the aftacbment of adhesive stamps, as is required for all other mail matter, tbs denominations running from ooe-eighth of a cent in the rase of single pieces, to afty required amount for bulk matter. The second is that only legitimate newspapers aud periodicals be admitted to the second-class rate or postage. In other words, that certain books, which, it is claimed, are ia no sense periodicals, except that they profess to be issued at regular periods, such as the numerous series, libreriala, etc., be admitted only at the third-class rate. The third Is that ths number of sample espies of second-class matter to be seat oat by publishers be limited, many peri * odicais. it is stated, which, under ths law, now gain admittance as second-class matter. being enabled by' the privilege of mailing sample copies to defeat the law excluding publications issued for advertiafng purpose* or at a nominal price of subscription. Thair weapons were table-knives, a pair of scissors and common chairs, with which the jail was supplied. After inflicting mortal wound I on the white prisoners, Finger-Bail and Kitting-in-Front hanged themselves in their cell with their bunk straps.
