But, as compared with the present times, his administration was economy itself. The expenditures of the War Department alone for the year ending 30th of June last (in a time of profound peace), as shown officially, and s stated in the address of the Republican Congressional Committee, amount to $57,650,075.40 This is more than $20 000,000 in excess of the highest expenditures of the War Department for any one year during the prosi-eution of the Mexican war. It is nearly $4,000,000 in excess of the entire expenditures of Polk's Administration fr all purposes army, navy, civil list, Indians, pensions, Post Office Department, etc., during any one year of the Mexic in war. want s Administration is certainly a marvel of economy ! But I am willing to leave these figures to be studied and mastered by an intelligent and candid people. It is certainly no matter of wonder that, with all these evidences of wasteful expenditures before him, the Chairman of the Committee on Appropriations should, from his place in the House, have spoken of it more in sorrow than in an per. Alter ahowisg up and commenting on the ut'er dem r- izttion and profligacy of Congress nd the Administration as sn in the reckless was'e and corrupt Kptandering of the public domains, Mr. Marshall jsaid his re-pects to the platform, adopted by the late Republican S .tc Convention of Illinois, which he just'y pronounce a shameless and huiiuating eviision of all the vital quettins that interest the crrtat body of the We3krn people, fie then took up the qu sMon of the " reduction of taxes," and spoke as follows : We hear a great deal of self glorification from our Republican frien.'s for he redaction, of taxes by the act of July last. I w-sh we had time to analyze thut set, and di.cufs it item by item. I hope to do so at an early day, that the people may understand the real eharocter of tho law. I can only say now ILat the mats of the people will wait a lrrrr t;m' before they realize the promised r f. " Sink or swim, live or die," let the Democratic party forever st md up as a wVil i iniamaia for the rights of 1 1 Dor. 1 say now, delih rately, as I have sal I le retofore, that no party anel no goveinmcnt deservei to live that habitually discriminates by legislation in f.vv i g the wealthy and against tho laboring classes; and any government vhich, by any system of taxation, robs the toiling masses V add to tfc bOfdel of te rieb;
deserves the execration of mankind. It is to the industrial classes that we owe everything that makes us most proud of onr country. It is there alone that the great fountain of virtue and patriotism is found, uncontaroinated and uncorrupted. It is the strong arm of the laborer that has established the greatness, the glory, and the prowess of our country. He has built onr navies, our cities, our town?, our churches, our railroads, our telegraphseverything that gives to us grandeur and prosperity. It by the jugglery of legislation, by oppressive taxation, you rob the laborer of the fruit of his toil, reduce him to the barest necessaries of life, clothe his family in rags, rob him of all time for mental culture and social enjoyment, you thereby breftk his spirit and ruin the country. And the fact that ys-u will have scsUered over the land a few men of princely wealth will bring no reMef when the hour of calamity arrives. If we wish our rountry to remain "great, glorious, and free," if we desire to transmit free insti tutions to (nose who sb.:;ll c mc alter us, the industrial classes must be protected from unnecessary and oppressive burdens. JBuddiug the Kose. From the Villa Garden er. a now nnVli. cation in London, England, we copy the following paragraphs : urn iwo tnings are neccssarv to bud rotes successluliy. The stock must be in the ripht state and so must the bud. Unless the b?.rk of the rose will senarate freely from its woody foundation, budding cannot b.j successfully performed. The answer, ihen, to the question is, in general te rms, at any time when the bark of the stock, and of the s ion or bud, will rise ; that is, separate freely trorn their reppeclive wood. For it i3 essential that the bark ol" the stem should open freely to receive the bud, and that the bud with its accompanying bark, should be deposited in its new home w th the least possible bruise or injury, fcoinc may take exception to thib general principle, as far as the bud is concerned. As long as the stock is right in regard te tue free circulation ot its bs;k from its wood, it is in a condition for buddiug. If the bud and its bark will not leave the wood freely, some simply cat it oil' wi'h a thin slicj of wood, and in&ert it without the conditions recommended. Now there is no doubt that such buds will olten giow ; but the nlan is net to be recommended, especially SS the bud and bark budding is so much "more simple, expeditious and successful. Again, the question when to bud may be answered pretty correctly by specitying the time from the middle of June to the middle of August inclusive, as the lest budding season, though the operation may he performed at any time when stocks and bi ids are in the state already described.
