School safety referendum to appear on local ballot Additional resource officers and equipment, mental health counselors, expanding North Wood Achievement Academy to benefit from additional funding
By Amy Lant- Wenger Editor WA-NEE Working to ensure the safety of our students and staff: that is the impetus that drives the Wa-Nee Community Schools referendum that will be on the ballot at midterm elections, on Tuesday, Nov. 6. The referendum, which requires a simple yes or no decision, reads as follows: "For the eight (8) calendar years immediately following the holding of the referendum, shall the Wa-Nee Community School Corporation impose a property tax rate that does not exceed nine and fifty-nine hundredths cents ($0.0959) on each one hundred dollars ($100) of assessed valuation and that is in addition to all other property taxes imposed by the School Corporation for the purpose of funding improvements for the safety, security, and well-being of Wa-Nee students?" This proposal targets four areas that have been identified as crucial needs within the district by school administrators The first would be to bring aboard two full-time resource officers, in collaboration with the Nappanee and Wakarusa police departments. One of the SROs would be placed in Wakarusa, while the other would be situated in Nappanee.

"Our current SRO, Kris Hershberger, has done an amazing job building strong relationships with families in need, and thus has made an immeasurable impact on the safety of our students, not only during the school day, but outside of school as well," said Wa-Nee superintendent Dr. Scot Croner. "The challenge for officer Hershberger is that, due to the geographic limitation, he can not respond as timely as necessary in the event of a crisis." Hence, the administration feels there is a need for another officer to provide assistance across the three elementary schcols and one high school that span the Nappanee community. Another issue of great concern within the schools is the number of students who struggle with mental health matters. To alleviate some of the stress this places on both students and teachers, the district would hire mental health counselors to work with affected children and to serve as a liaison to other resources as needed. "Over the past few years, we have seen a significant uptick in the number of students requiring mental health care," Croner noted. "Under our current structure, when staff have identified a student in need of care and parents have agreed

or requested assistance, we are unable to locate a provider. Due to challenges in travel, expense, lack of insurance, or the social stigma associated with this need, we are seeing more and more students that are unable to access care. By having trained personnel on staff and in the district, once the parent consents to treatment, we will be able to eliminate the challenges and ensure our students' needs are met." The funds garnered by an affirmative referendum vote would also allow the new North Wood Achievement Academy, just launched this year, to expand to a full day schedule of classes, necessitating the need for additional employees to keep the facility fully staffed. And finally, there are plans to purchase equipment and offer staff training in an effort to make the buildings safer. There will also be some enhancements to the communication between school staff and emergency personnel. This works in tandem with measures that have previously been implemented, such as more security checkpoints at the entrance of all Wa-Nee schools, bulletproof glass, additional cameras and fencing for playground areas. From a financial perspective, this proposal is estimated to bring forth an annual budget

of approximately $1 million per year for the next eight years. With regards to how this will affect property taxes, that amounts to a maximum levy of just over 9 1/2 cents per SIOO of assessed valuation. For example, a residential property currently valued at SIOO,OOO should expect to pay $2.54 per month. The median cost of a house within the Wa-Nee Community Schools district is likely to pay $64.67 per year, or $5.39 per month. "Although we feel the addition of the items will make a huge impact on the safety of our schools, our team was also very conscientious of the impact it will have on taxpayers," Croner emphasized. "As 1 have spoken with community leaders, I have been humbled by the continued desire to help. They have reaffirmed that schools are a reflection of the community that we serve. Thus, school safety is a community effort. I am hopeful that through our collective efforts and our vote, we reaffirm our commitment to keep our students safe."
