makes us eligible for some state and federal grants, as well as, as an organization they try to network with small towns." In addition, Hoffman said, the state is able to promote participating downtowns in a variety of ways. To be eligible, a town must be able to prove it is serious about downtown revitalization. This can be anything from the number of people on certain committees to the existence of a facade renovation plan. "They basically want to quantify that you are willing to be active," Hoffman said. Four points that the program focuses on are design, organization, promotion and economic restructuring. Wakarusa has already taken on a number of downtown projects that fall under these categories. These include upgrading streetscapes, participating in die Elkhart County Convention and Visitors Bureau's new Quilt Garden tour with both a garden and a mural, and launching a facade program in 2007 and 2008. Local business owners are also taking the initiative to upgrade, including the Dime Store. "He's done a magnificent job with his (facade)," Hoffman said. According to Hoffman, one thing Wakarusa is especially interested in is historic preservation. "Both Joyce (Hartman) and 1 feel very strongly about preserving the historic aspect of Wakarusa, and hopefully part of this facade program will be to take us back to some of that," Hoffman said.
