So far NITRO has worked with .as many as 60 tornado victims on items like damage assessment, insurance and so so rth. Some case management situations hav e resulted in changes in some of the initial damage For example, Voder saicL*l2 homes that were originally considered severely damaged were later upgraded to total destructh >n. The NITRO committee used these numbers in their second appeal to FEMA. Yoder also said that there are a number of out-of-town residents who would greatly benefit from federal disaster declaration. W hile they may not have had damage to their homes, many ore out of work because of damage to local businesses and factories. She went on to say that more than 4,000 employee's commute to Nappanee ever y day. In a situation like the Oct.

18 tornado, two types of aid available from FEMA include public assistance and individual assistance. Public assistance is at the city level and requires at least $7 million in damage. "For a small community like (Nappanee), you’d pretty much have to be wiped out," Yoder said. However, there is still hope for residents, who may qualify for aid based on other contributing factors, aside from dollar amounts. This is known as individual assistance. "It's a subjective process," Yoder said. "I think that's one of the issues.” For example, one factor, she said, could include the amount of available help from other entities, like volunteer and not-for-profit organizations. Yet Yoder feels this help has been a necessary part of the recovery process. "To sit back and do nothing," she said, "it was just not an option for this community. It's not part of their makeup." Equally impressive to the committee was the help that
came from other cities and towns, like Elkhart, Goshen, South Bend and so forth. "This is a hard working community and they contribute to the system that is supposed to the aid," she 4aid. FEMA accepts. Small Business Association loans will also be available to Nappanee's tornado victims. Despite the name, Yoder said, the SBA offers assistance to residents as well as local small businesses at a low interest rate. Even if FEMA's answer is “no," there is still grant money available for up to $28,000, as well as money from the Nappanee Tornado Victims Assistance Fund. Tornado victims who have not yet done so can contact NITRO to begin individual case management. They will work directly with families to identify needs. A finance committee will work to determine where funds should be allotted. For more information, call Yoder at 773-7919. Correction On Thursday, Dec. 20 The Advance News ran a story on Bonnie Hochstetler's retirement from McCormick Motors in Nappanee. However, Hochstetler began working at McCormick in 1970, not 1974, as the article stated. The Advance News regrets this error.
