address the general world of business. Each request was a witness to Ingle's professional integrity and success. In other instances, Ingle addressed other municipal clerk/treasurers. On those occasions she not only outlined needs of the jobs but also stressed the personal commitment each had made to their own communities. "I would say remember that you are elected by the citizens of your town or city, and it is your job to represent the needs of those citizens, not your personal needs their needs," Ingle said. are wanting to do," she said, "it's not your job to say 'Yes, you can,' or 'No, you can't.' It's our job to say look this is where the money is, explain how much is available, and let them decide whether or not it's worth it to spend that money, and where the additional funds will come from, or what cuts need made to make it happen." That leadership has been the success of balanced budgets and low debts incurred only for city necessities throughout Ingle's 26 years in Nappanee. "She's done an excellent job as financial officer of this city," city councilman Tom Lehman, who has served decades relying on Ingle to lead and care for Nappanee's finances, said. "We have never been in the black, thanks to her. We've had expenses for different things but Kim always keeps us balanced and moving forward with things without messing us up like that."
