As part of the project, maple trees will also be planted along Main Street, which brought with it some questions. Some merchants were concerned with having their businesses hidden behind the trees, but McCrory tried to ease those concerns. ' "All the trees are hearty and urban, so they will be able to take on reflective heat, salt and will be limbed up so signage to store fronts are still visible," he said. The trees will be placed in large planters, and will be joined in the planters by small shrubs or flowers. The planters will be surrounded by a knee-high cast iron fence, and will have water lines running into them. The. water lines will be metered, and questions were raised about who will be paying for the water, the Business Improvement District or the city. A BID is a publicly sanctioned, yet privately directed, group that has its assessments placed into a fund which is then used to help keep the district clean, safe and attractive. Along with the metered water, Mayor Larry Thompson also had another concern with the trees who will be cleaning up the leaves.

"By the time we set a foundation and take the doors off and then put them back on again, we’d probably be better off going-to Borkholder's and buying a pole building," board member Phil Jenkins commented. Even though it declined the offer, the board was appreciative of it. "It's a great gesture on their part, but it's just not cost effective," board member Tom

Thompson said he has received many phone calls concerning the two current trees downtown. The phone calls concern the fallen leaves, but it was mentioned that perhaps the street department could pick up the leaves. No matter what happens, Nappanee BID member Russell Miller commented that the city and district will have to work together. "To say that we were going to handle all the snow removal by ourselves would be dumb," Miller said. "We are going to have to work together on this." Along with the trees, another big change for the downtown will be uniformity of the benches, signs and stop light posts which will all be painted black, "The black is more of vintage or historical," McCrory said. Because of InDOT regulations, the city's stop lights will remain, but will be painted black. The posts with the directional signs to U.S. 6 and S.R. 19 will also remain as will all other needed signs, such as speed limit, but other informational signs will be incorporated into the black decor. "The information signs will go into a system to match," McCrory said. "The InDOT regulated signs will remain the same, but we may paint the back side of the speed limit signs black. We are able to do that, so

that when you're driving from the opposite direction, it is black instead of that silver." The street will not be touched during the project, but new crosswalks will be painted at intersections. The 2-foot and 6-foot crosswalk strips will be done with an InDOT regulated thermo-plastic tape, which is reflective to light. "They really stand out visually," McCrory said about the tape. "We want to show that cars are sharing the space with people." The crosswalk at Main and Market streets will have the tape and will also have concrete pavers. To help make pedestrians feel more secure at the crossing, bollards will also be installed. Once the project is complete, the corners at the intersection will be more rounded and will meet InDOT regulations for semi turning vehicles, but Thompson questioned who would pay for the bollards when a semi destroys one while turning. That question is one of the many that McCrory will have answered before the project begins next year, and that was the reason for the meeting. "We had a lot of good questions," Nappanee Community and Economic Development Executive Director Larry Andrews said.
