Stiver seeks second term
Phil R. Stiver has announced his campaign committee, seeking a second term as Elkhart County Commissioner. David Pixey, 508 W. Blvd., Elkhart, has assumed the responsibility of campaign manager, and Jackie Stiver is serving as treasurer. Phil stated that he will continue to work diligently on behalf of the taxpayers of Elkhart County, with a strong focus in working with Commissioner Phil Neff, to keep the county on track with major road improvements and projects as his main platform. Stiver reported, “The information age is here. The importance of the GIS (Geographical Information Service) and developing the network of information exchange is the backbone of continued economic development. High speed Internet, (DS capability throughout the county) with fiber optic infrastructure and radio (RF) transmission of data will ensure our status and attractiveness to hi-tech companies. “Our taxpayers will be well served as access to our web site, detailed parcel information, planning information and other information is available over the Internet.” Stiver is a 1947 graduate of Elkhart Central High School and has attained an associate degree in criminal justice, a BS in sociology and a Masters in public administration. He attained his diplomas
in a cooperative education, while on the Elkhart Police Department. Six years of that service were as assistant chief of police. He also has a certificate in advance accounting, attained at the former Elkhart Business University. Phil worked for six years at Schult Corporation as general ledger bookkeeper and was employed at Miles Laboratories for five years, as corporate manager of internal security, working in Israel, the United Kingdom, Italy, Costa Rica, Columbia, Guatemala and throughout the Miles facilities in the United States. He serves as president of security services, which provided security officers to Chris Craft Corp. in Sarasota, Goshen and Target Distribution Center and stores in Indianapolis. He was treasurer of Veri-Lite, Inc. for 10 years, working with his son-in-law, Michael Martin, who is now deceased. Phil is also a state licensed polygraph examiner and still performs that service to select clients. Stiver has served eight years on the Elkhart City Council, slightly over two years on the Elkhart County Council. In March, he will have served four years as Elkhart County Commissioner. A strong commitment to public service of over 34 years brings experience and credibility to his commitment for another four years as Elkhart County Commissioner.
