The Advance-News staff wishes to thank her for her contribution to the column) 100 YEARS AGO October 12. 1898 James Rector, Nappanee, thoughtlessly tied his team to an electric light pole on East Plymouth Street, in Bremen, Monday afternoon and during his absence for a short time the team broke the reel attached to the pole for drawing up the arc lights. The large arc light dropped to the ground, breaking it as well as the reel. As it is an offense to tie horses to electric light poles, and especially owning to the damage done to the arc lamp, Marshall Ditty served a warrant on Mr. Rector whose case is set for hearing Saturday. LATER—He paid $5 toward the damages and the case was dismissed. The Rathbone Sisters gave a delightful social and a lunch at Castle Hall last evening. The evening’s enjoyment closed with a very unique fete performed by the gentlemen in which each had to display his taste and skill in the millinery art. In the middle of the hall were placed a number of mysterious bundles from which the gentlemen each had to select one. Each package contained a frame for a lady’s hat, needle and thread and all the trimming necessary. Each gentlemen had to wear the hat he trimmed and pass along in front of the ladies selected as judges. Two prizes, one for the best and one for the poorest job of trimming were awarded. It wouldn't do to say here who won the prizes but Kodak pictures were taken and the Rathbone Sisters are expected to get 25 cents each for the photographs. Cyber porn TO THE ADVANCE-NEWS: Cyber pom has reached perverted levels beyond all imagination. Worse than Sodom and Gomorrah could ever have been. Children see tons of free samples just by answering yes to, “Are you 18?” on the screen. It’s like putting beer machines on every street comer. No one to check I.D.’s No one to enforce the law. Just a sign that says you must be 18 to buy. It’s crazy. Internet providers are guilty of gross negligence. At the very least they are violating anti-display laws. Parents should try to sue the providers under the Victims of Pornography act passed by Congress a few years ago. It was law suits that brought the tobacco industry to its knees. Football games can be blacked out in different cities. Why couldn’t the internet be blocked out so not to transgress the different community standards of pom? The issue is not individual rights. But it is the rights of the communities to prevent the breeding of Ted Bundy’s that will walk their streets and stalk innocent victims and pollute their tranquil environment. We have the drug and alcohol agency. Why can’t we have a communications decency agency? The states could create an elected office of Obscenity Judge. Being elected his mandate would be the community standards of pom for that state. He could be given powers to issue orders levy fines, etc. Should Congress re-write the first amendment in simple third grade English so that even a Supreme Court Judge could interpret it? 75 YEARS AGO OCTOBER 11, 1923 Ford cars are today at anew low price level through an announcement effective October 2. Manager A. L. Shaffer of the Smith Motor company says the reduction in the prices of Ford cars and trucks is inline with the well established policy of the company. Members of the Kiwanis Club divided into four squads are engaged in putting up road signs in all directions leading to Nappanee. The club purchases 60 steel signs and posts which are being set in concrete and which will become permanent fixtures. The Hcosier State automobile association has presented the club with 28 signs, making a total of 88. Sixty-five little people of ages from four to 12 years, will give a complete imitation of a high society wedding at the Methodist Church 8 o’clock, Tuesday evening, October 16. Come and see the fun. Tickets are on sale by every Epworth Leaguer. Prices 2035 cents. 50 YEARS AGO OCTOBER 7, 1948 The first call for physical examinations on registrants in the new peace time draft has been issued and the men chosen from this county will meet at Goshen at 6:30 o’clock, Friday morning and from there they will be taken to South Bend for the examination. Robert E. Hartman, Wayne Rosbert Snyder and Clifford Wayne Hess were the three from Nappanee receiving calls to report. Two truckers, both carrying great overloads, were given fines o f $25 and cost in the justice court of Frank Peace, following their arrest by State Trooper David Milboum. The only reason they got off as easy as they did was because the case was tried in a justice court where there is a limit to a fine A certificate of award will be presented to Willard Reed of Reed Chevrolet Sales in appreciation of the public contribution rendered in the driver training program at Nappanee High School. Enforce child support
TO THE ADVANCE-NEWS: I am proud to have led the Indiana child Support Bureau for former Governor Evan Bayh. Based on my experience in that position, I have followed with interest the child support collection efforts here in Elkhart County. We should all be ashamed of the poor performance of the Elkhart County Prosecutor’s Office. The record is clear that the current prosecutor has not made child support collections a priority. A major initiative of the Bayh administration was to computerize the child support collection process. This program was and is provided without cost to local government. All the computer hardware is provided, all the computer software is provided, all the train ing is provided. Nevertheless, '.he Elkhart County Prosecutor’s office is not yet using this system. The computer cabling for this system was installed in the prosecutor's office in September 1994. The computers were delivered in November 1994. This equipment was not installed until June 1998, and it is still not being used. There arc 92 counties in Indiana. There are only si A prosecutor's offices in Indiana not using this computer system. Elkhart County is one of the six. If these computers were just fancy toys, it would not matter whether Elkhart County was using them. These computers are tools in the fight to keep our children out of poverty and our local taxes low. By March 1995. 17 counties had fully implemented this computer system. During the next two years, those counties increased their child support collections by an average of 69%. Elkhart County's increase was only 25%. Had Elkhart County's increase been 69%, our children would have received an additional 1.3 million dollars during those two years. I estimate that at least an additional 2 million dollars in child support could have been collected if Elkhart County had fully implemented these computers when they were delivered four years ago. Child support keeps children off public assistance. Public assistance is your tax dollars. Paying child support is a matter of personal responsibility. Ask yourself, who should pay to support chil -

The voters of Elkhart County have an opnoitunity to vote for change. Let’s make sure that those computers do not sit there unused for another four years. Let's make sure that millions of dollars in child support do not go uncollected. Lei’s make sure that Paul Eash is Elkhart County’s next prosecutor.
