Juvenile/adult face charges Nappanee Police Officers arrested 36-year-old Donald Rupert and a 17-year-old male in two separate incidents last week. Both involved either fleeing or resisting law enforcement. July 21, at approximately 5:20p.m., the NPD was called to a domestic dispute at 652 West Walnut Street, Nappanee. Police were told that threats were made with a firearm. Corporal Phil Hahn arrived to find Donald Rupert, resident of the address. He was identified as the suspect and became disorderly with the officer. Rupert also refused to identify himself. In taking the suspect into custody with the help of Corporal Doug Weaver and State Trooper Jason Owen, a fight broke out. Rupert was placed into custody and taken to the Nappanee Police Department. He was processed and charged with disorderly conduct and two charges of resisting law enforcement. He was transported to the Elkhart County Security Center with a $2,500 bond. Rupert was scheduled to appear in Nappanee City Court. POLICE PURSUIT July 23, 3:25a.m., Officer John Elliott observed a green Mercury van pulling out from behind Borkholder Dutch Village. Because of the late hour, the patrolman signaled to stop the car. The vehicle turned onto US6 from CRIOI and headed west. The car slowly picked up speed. At CRIOO the suspect turned south and the pursuit continued into Marshall County reaching speeds of 80-90 miles per hour. The vehicle continued to totally disregard stop signs even through intersections blinded by tall com. Approximately five miles south of Bremen Officer Elliott lost sight of the vehicle. Because the patrolman had initially requested a computer check on the vehicle through the license plate number, Bremen Police units were able to identify and locate the suspect. Bremen police arrested the 17-year-old suspect and transported him to the Nappanee Police Department. He was charged with fleeing law enforcement, curfew violation, having no operators license, and two stop sign violations. After completing the necessary paperwork the juvenile was released to his mother upon signing a written promise to appear.

‘Operation Pullover’ continues emphasis
The Nappanee Police Department will once again join over 200 other police agencies in the State of Indiana, to participate in “Blitz 16,” as part of the Governor’s Council on Impaired and Dangerous Driving. This blitz will be the fourth campaign of the year, and will focus on family travel. With the implementation of the new seatbelt laws which went into effect July 1, officers will be stepping up their patrols during the enforcement part of the blitz, which began with officers participating in a seatbelt survey. A good way to track seatbelt usage, the new law has already increased awareness, and has motorists buckling up. The second part of the blitz comes when the police department hands out public information, as well as advertises the campaign. The old adage that seatbelts do save lives will be more prevalent than ever with the new law in effect. The new slogan for the campaign is “These people were stopped for not wearing their seatbelts.” The photo ad shows three crosses along side of the road, that indicate someone died on that part
