Police arrest local man on rape charge
At approximately 6:20p.m. Saturday, June 21, the Nappanee Police Department investigated an incident in which a 35-year-old female was raped in her home. While Sgt. Dana Hollar and Cpl. Doug Weaver were on a domestic call, a concerned citizen reported to the officers that a friend of his had been raped. After a follow-up investigation was conducted, the officers

charged 19-year-old Jared A. Brandi, 955 W. Centennial St., Nappanee, for rape. The attack on the victim took place in her residence, where Brandi entered through the front door, and attacked the victim while she was asleep. A probable cause hearing was held Wednesday, June 25, in the Elkhart County Court, with bond set at SIO,OOO.

Lanzon questions feasibility of extension of city services
By Christina HiU Staff Reporter Questions regarding the Pleasant Acres project were once again brought up during the Monday afternoon, June 23 meeting of the Nappanee Board of Public Works and Safety. Anthony Lanzon of Bourbon, whose mother owns one acre of property in the area of the proposed addition, asked if the board believed it would be “economic and practical” to extend city services to that area, located a few blocks east of SR 19 (S. Main St.), _ just south of the railroad tracks. City Attorney Brian Hoffer stated that he believed Lanzon was referring to a provision in a city code which states that no more wells can be installed within the city limits unless it is considered unfeasible and uneconomic to extend water, sewer and electric services. Lanzon has been informed at previous meetings that he cannot install a well in that area, and that the proposed project, which hinges on the acceptance of a Community Focus Fund Grant in September, is required before the city can extend the services. The land must also be under single ownership before the application will be considered. “If we don’t put it all in a common pot, there may not be any money,” Nappanee Mayor Larry Thompson stated. “What we’ve got here is a possible way of providing these services.” Mayor Thompson reported that the project has been under consideration for many years, but has not yet been attempted. Other city projects have been put on hold in order to earmark SIOO,OOO for the project, in order to “get something going.” He added that the last two mayors he served under were unable to get the project underway. “They tried, and it stopped, but now we’re getting somewhere,” Thompson said. C4Ol Rescue Pumper for the Nappanee Fire Dept., at a total cost of $298,839. The other bid that was received, from Hoosier Fire Equipment of Valparaiso, was for a KME 1250 GPM Custom Pumper apparatus, at a total cost of $295,642. Although this bid was lower, the bid from E-l included all of the department’s required specifications, as well as features that would have added to the cost of the Hoosier Fire Equipment bid. The board approved the placement of 16 trellises in downtown Nappanee, following a request by the Nappanee Redevelopment Commission, in conjunction with a committee formed of downtown business owners. Liz Mullet of Liz’s Furniture Shoppe represented the’" committee at the board meeting. The trellises, made of treated lumber by Mike Mishler, will add a uniform look to the downtown area, as well as providing a shady resting spot for shoppers. The trellises (with a total cost of $6,500), will be paid for out of rent money from the former NIPSCO and B&B Restaurant buildings. Each trellis (in the form of a squared-off arch) includes a bench with a planter on each end, as well as hanging plants. The si planters will be filled and maintained by members of the Nappanee Garden Club. Water Supt. Gale Gerber received permission to have work done on a bad service line at 353 N. Williams St., the home of a widow on a fixed income, and to consider it a “hardship case.” The current line runs across the property of her neighbor, who has repaired it for her several times. Utilizing funds from the 1981 Community Development Block Grant, anew water tap will be installed, with anew line run through her own property. NTA, an engineering firm located in Nappanee, will be hired to draw up blueprints for anew roof on well pump house number three for the water department. Gerber stated that during a
recent heavy rain, he entered the well pump house, and “it was raining harder on the inside than it was on the outside.” NTA will draw up the blueprints at a cost not to exceed $435; afterword, Gerber is authorized to seek proposals for the construction project Street Supt Sam Adams will apply for an SII,OOO Indiana Department of Environmental Management (IDEM) Grant for a brush chipper. Currently, the city hires someone each year to turn collected Christmas trees into wood chips, at about SSOO every year. Adams stated that if the city could offer a match of about $1,200, a good chipper could be purchased. The grant application will be submitted by June 30, with a response expected by the end of the year, the city match will be figured into the 1998 budget proposal. EMS Director Jim Sumpter announced that two Nappanee EMTs are retiring, and two others are resigning. Retiring are Dennis Snider, who has been with the dept, for five years, as of January 16, 1997, when he took a leave of absence; and iy Chupp, a threeyear member, as of June 25. Resigning from the Nappanee EMS are John Phipps, effective 512, who also recently resigned from the Police Reserves, due to the fact that he is also working full time and attending college; and Tom Shields, effective January 16 of this year, who is currently a member of the Police Reserves. On behalf of Police Chief Ray. Carich, Captain Mike Anglin; attended the board meeting, to request permission to promote Ptl. Doug Weaver to the rank of coipo-. ral, effective July 6. Weaver joined the police dept. November 13,. 1991. The next meeting of the Nappanee Board of Public Works and Safety will be held at 3:30p.m. Monday, July 14, in the council chambers of the Nappanee Municipal Center. The public isto attend.
