Today when people talk about drug abuse, we often think of young people getting high for kicks. Anyone may be a drug abuser and not realize it. A drug is a substance that affects the functions of the body or mind when taken into the body or applied to its surface. DRUG MISUSE is the use of drugs for purposes or conditions for which they are unsuited, or for appropriate purposes, but in improper dosage. DRUG ABUSE is the excessive or persistant use of a drug without regard to accepted medical practice. Drug dependency is the condition that results from drug abuse. It is described as the interaction between the drug and the body when this interaction involves an effect of the central nervous system. It is characterized by a behavioral response that always includes a compulsive desire to continue taking the drug to experience its affects or to avoid the discomfort of its absence Dependence always involves a psychic craving, and sometimes physical dependence. Almost any drug can be abused or misused. Listed are some drugs that are abused: alcohol, which is a depressant; cannabis, marijuana; depressants, such as sedatives and hypnotics; hallucinogens, such as LSD; inhalants, such as glue, laquers, paint, thinners; narcotics, such as opium, morphine, codeine; stimulants, such as benzedrine, dexedrine, metedrine and pitalin; tranquilizers. such as meprobamate, meitown, eqreanil, librium, valium. In case of drug abuse emergency, it is important that the signs and symptoms of the abuse are identified by the person providing the immediate care The type and amount of the drug taken and the time should be determined if possible. Sometimes there may be clues, such a* cy* dropper, hypodermic needle, vials or coliap sable tubes. All of these are significant and should be noted It is important to remember that when a doctor prescribes medication for you, take it exactly as it says-no more, no less. He knows what your body can take and needs. Your medicine will only benefit you if it is taken as prescribed. BE CAREFUL -DON’T YOU BE AN ABUSER OR A MISUSER Crime Stoppers... A robbery and two burglaries at a South Bend Insurance Agency is the Crime of the Week. On October 3, at approximately 12:40p.m., an unknown suspect entered the Stewart Insurance Agency, located at 116 Park Lane in South Bend. The suspect forced an employee to the rear of the business. The agency was then robbed of an unknown amount of cas cash, and the suspect left through a rear door. The suspect is described as a black male, 35 years old, 5’10”, 180 lbs., wearing a brown three-quarter length coat and a black stocking cap. On two occasions in September of this year, this same business was burglarized. Among items taken were a Sony AMM portable stereo, an Emerson AMM stereo, and an unknown amount of cash. If you have information of these crimes, and call Crime Stoppers by October 27, you will receive SIOOO upon arrest or indictment. 'United Nations Day'proclaimed Oct. 24
The United Nations came into being on October 24, IMS, a date commemorated every year as “United Nations Day.” On that day, the Charter of the United Nations entered into force. The Charter had been drawn up in San Francisco in the closing days of the Second World War. The purposes and principals of the organization as set forth in the Charter are: 1) To maintain international peace and security; 2) To develop friendly relationships among nations; 3) To achieve cooperation in solving international economic, social, and humanitarian problems, and in promoting respect for human rights and fundamental freedoms; 4) To be a center for harmonizing the actions of nations in attaining these common ends. The United Nations is not a supra State or world government. The member states are sovereign and equal, and the Charter provides that the United Nations shall not intervene in matters essentially within the domestic jurisdiction or any State, except when it is acting through the Security Council to maintain or restore international peace. But the member states have certain obligations under the charter. They are committed to settle their international disputes by peaceful means, to refrain from the threat or use of force against other States, and to assist the United Nations in any action it takes in accordance with the Charter. The United Nations does not make laws; nor are its decisions binding

TO THE ADVANCE-NEWS: We would like to call your attention to an incident that occurred near the hour of 3a.m., Tuesday, October 15. It was raining, and foggy, a very distressing night. Our daughter, son-in-law, and grand-** daughter, Mr. and Mrs. Clint Bessinger, and Jena, were returning from the Elkhart General Hospital, where they had taken our four-year-old granddaughter, Jena, to the emergency room with severe bronchial pneumonia. While returning with the ill child, their automobile broke down just north of Nappanee, and was barely off the road, blocking a driveway. Our son-in-law found an understanding citizen of your community, who permitted him to telephone us at our residence in Etna Green, and we went immediately to their aid. When we arrived, we found it impossible to push the car to a safe location. At this time, one of your officers arrived and immediately offered his assistance. His help was all we needed, as together we pushed the car to a safe location We then transferred our family to our car and continued to their home. TO THE ADVANCE-NEWS: You can tell Halloween is quickly approaching. It’s time for ghosts, goblins and pranksters, and I for one am tired of it already. ATTENTION PARENTS: Do you know where your children are, what they’re doing on these beautiful fall evenings? If they’re out stealing real estate signs and get caught, plan on picking them up at the police department. TO THE ADVANCE-NEWS: On Sunday, September 29, two boys were stopped by the Nappanee City Police and charged for not having an audible signal on their bicycles. I understand they were not riding in a manner as to draw suspicion. I was rather doubtful if there was a law like this. Calling the Marshall County Sheriff’s Department, the one who answered said there is no law like this on bicycles. They suggested checking with local ordinance on this.

Checking with local ordinance from the Nappanee clerk, the answer was no local ordinance like this, that she knew of. Still not satisfied, I called the Indiana State Police Post in Indianapolis. They said there is a law to have a horn or audible signal on a bike to be heard 100 ft. But they said it is not enforced. Later they said it can be enforced. Now my question is-What kind of law is this? Either it is or it isn't. And are our local police right to pin such petty charges on lawful citizens? Jonas Mullet EDITOR’S NOTE: The Advance-News contacted Police Chief Bruce Thornton regarding the above-mentioned incident, and the following information was received. Thornton reported that there is a state statute regarding horns on Mcydes-listed as Indiana Code M-B-K. Police are free to enforce this law as they see fit. Since the youths involved are Juveniles, the department was not at liberty to release their names or other violations.
