City affairs in order
The affairs of the city appear to be in good order going into 1983 as the Common Council took only m minutes to transact its business Monday. The major item of business was adoption of a resolution authorizing filing of an application with the Indiana Department of Commerce for a Community Development Block Grant. Mayor Robert Callander explained that the city is seeking $300,000 to rehabilitate homes in the southeast area of the city. The grant program would be similar to that currently in progress in the southwest section of Nappanee. The mayor added that the new grant program would also include older homes along Market, Walnut and Centennial streets for a total of approximately 600 homes. The $300,000 would be matched by funds from local banks. The grant money would be used to subsidize interest on loans from the banks for housing improvements. Low-interest loans would be available to qualified residents in the project area. Mayor Callander said that about 90 cities have been invited to apply for funding with only one-third expected to receive funds, making odds of one in three that Nappanee will obtain funds. Priority will be given to cities with under 5,000 population. The council also gave approval on first reading to an ordinance raising the pay for water meter readers from 33 cents to 35 cents per meter read. Mayor Callander said there have been about 20 applicants for the meter reader positions and a recommendation is expected by the next meeting of the Board of Public Works and Safety. Also receiving final approval was an ordinance transfering appropriations in the Park and Recreation Department for new equipment and in the Aviation Department for the new airport terminal. Mayor Callander reported that he and Councilman Rick Jenkins attended

a recent meeting in South Bend on the Job Training Partnership Act which replaces the previous CETA programs. The mayor aid that the program is expected to help young people as well as untrained and unskilled workers by providing training grants to local industries. The program will take effect in October. Brush problems on Berlincourt Ditch were discussed with County Surveyor Don Rock, the mayor said. He cited need to cut brush to relieve drainage and mosquito control problems. The Street Department began hauling brush away from along the - ditch in Stauffer Park The mayor emphasized that all work will be done in coordination with residents along the ditch. Mayor Callander also reported on a meeting with Dayton Wenger, safety training consultant of the Bureau of Safety Education and Training to discuss the lOSHA recommendations Only three serious recommendations resulted from the recent inspection and one of those, installation of a rear door at the Park Department’s garage, was eliminated. The remaining two call for ventilation of gasoline pumps at the Municipal Center and rewiring of the Street Department garage. Although the next regular council meeting date is the city’s New Year’s holiday, the council will meet as usual at 7 p.m. on Monday, Jan. 3. Mayor Callander said he will outline priorities for 1983 at that meeting.
