, REPRINT OF EDITORIAL PUBLISHED IN THE ELKHART TRUTH FEB. 2, 1968 COUNTY COMMISSIONER: A BIG JOB The scope and importance of the county commissioners’ posts have been growing with the expanded needs of Elkhart county’s fast-increasing population. This fact was aptly illustrated in the statement this week by John Abshire, Second District Commissioner, explaining why he will not run for re-election. Abshire said there was a question in his mind as to whether he would have the necessary time to devote to the office, and commented: In my opinion, the responsibilities of the office are ever increasing and reaching the point of a full-time commitment, I feel the residents have a right to expect the maximum dedication of time the position requires. The comment is so true. The commissioners, of course, historically have a wide-ranging and important responsibilities. In fact, four pages of a well-known manual of Indiana government are required to detail the commissioners’ duties. The “explosion” of population into suburbia and the countryside has changed living patterns and brought need of new public services; hence the commissioners’ responsibilities have been enlarged A big expansion in bridge construction, the new County Park and Recreation Board, the second county court in Elkhart and the negotiation as to proposed County Council of Governments are examples. The county’s budjet now is running about $5.4 million a year, and the county commissioners are charged with the administration of these funds, (to show the trend, the general fund portion of this alone, now about $2.2 million, has approximately doubled in the last decade.) The three commissioners have been referred to as “Elkhart County’s mayors” and its a pretty vivid descriptive term of what they’re called on to do. In addition to their own two meetings a month, the commissioners attend all meetings of the County Council (which has the responsibility of appropriations), and attend other meetings in addition to various specified duties. All this shows how essential it is for the voters to choose well-qualified county commissioners. One of the main qualifications certainly is the availability to devote sufficient time to get the job done well. Reprint of statement by John Abshire, 2nd.
