Pub. Service Com. Approve Reduction Os Rural Rotes On November 24, 1961, the Nappanee Utilities Cos. asked the Publie Service Commission for permission to reduce thff Rural Rates, so that they would compare with the City rates. On January 4, 1962 the permission was granted. The rates will be reduced 5.1% to 16%. All the Churches on the Utility system will be taken off of the Commercial rate. put on the Residential rate, which will be quite a saving for them. This will affect 576 customers. One newspaper erroneously reported that the Utilities Company had been ordered to reduce rates, but Company officials stated that the reduction in rates was requested by the Nappanee Utilities Com pany.

Report On Crop 1 Drive In Union Township The C. R. O. P. drive in Union Township which was started on November 21st, with a planned eanvas for cash or grain contributions has resulted in a total sum of $2,697.44. There were 1768 bu. of corn and 2 bu. wheat received, which was sold at local elevators. This amount along with $982.25 cash donations go to make the total. Last years total donated in Union Township was approximately $1,700.00. SHORT CHANGED Bu r<Tl ars who broke into an Attica filling station apparently tried to loot the coin box of a soft drink machine but, baffled by its sturdy construction, they slammed it on the concrete floor and left. The following morning, Bob Bracken, the station owner, found the battered machine with the coin box intact. On the floor nearby lay one thin dime that evidently had been jarred loose but had been overlooked by the burglars. Lake Superior, Lake Chelan, Washington, Lake Maggiore and Como, Italy, and the D°ad R°a in Palestine, all exceed 1,000 feet in depth.

Police Have Busy Year In City Chief Police Herman E. Fogd submitted his annual report to the City of Nappanee. In 1961, there were 1613 police calls (in 1960 there were 1457) and 501 complaints (one mere than a year ago). Police traveled 25,749 miles in 1961 as compared with 23,319 m 1960. They made fewer arrests, 103 as compared to 151. In 1961, there were 61 auto accidents resulting in property damage of $18,113 ($17,030 a year before). There were 1178 twenty five cents parking fines and 39 one dollar parking fines. Police made 1240 safety checks on local vehicles as against 11% in 1960.

Hashfield, accused sex murderer, back in the headlines, focuses attention on a situation that shocks and frightens parents. Legally, Hashfield, upon a $2,500 “dpwn payment” on his bond of $25,000,,c0u1d walk out of jail. There are no less than 200 potential sex fiends in Indiana pris ons whose terms will be complet ed, and they too, can walk out to prey again on children. Parents ask, how can Hashfield be eligible for release on bond when under first degree indict ment for the abduction, murder and dismemberment of the body of 11 year; old Avril Terry, daughter of a Boonville physician. They ask, why was Hashfield loose after spending 33 years in orison on beastly sex offenses? How come he was released from his last sentence of 14 years for sodomy on a 13 year old Anderson boy?
Here is the shocking story of Hashfield, who has an I. Q. of around 72. Ferdinand Samper, one of the two court appointed defense attorneys for Hashfield, arranged for his admission to Gen oral Hospital in Indianapolis fur psychiatric examination. Hasftfield previously had been examinfed by two state appointed psychiatrists at Evansville. What is the background of Hashfield, who spent 33 years, or over half his life, in prison for sex offenses? HASHFIELD IS A REPEATER IN SEX OFFENSE ARRESTS In 1927, Hashfield escaped a sex conviction by marrying a young girl. But in 1929, he got a five to 21 year sentence for rape of an other little girl. For the first time he was examined by a consulting psychologist at the prison, prir-r to parole for good behavior. The prison psychologist, who said he had inadeguate time to examine Hashfield, reported; “Em mett Hashfield is a banal, immature, and mentally dull man.”
This was horns out when in 1937, Hashfield raped a nine year old girl and was given a' 10 year sentence. Jn 1947, he went to prison again, after release, for 14 years, on the sodomy charge in which an Andersus boy was the victim. Why Vermillion County prose eutor did not demand a life sentence for Hashfield as a habitual criminal has never been explained. The whole affair savors of being an example of the lack of any treatment for sex offenders by the state. The prison consulting psycnoiogist classified Hashfield as a “compulsion” type, where the urge to commit a sex -crime, might reoccur anytime. Howeyer, he held that there were no psychopathic manifestations at that time, that would warrant putting Hashfield in a mental institution. Released, he was charged with the horrid murder of little Avril Terry. It seems that too many Americans think the “Four Freedoms” really mean: 1. to live without working 2. to sleep any hour of the day or night 3. to loaf in luxury at expense of others 4. to make a fool of himself (herself).
