The interpretation’df the new postal law. is to tlie. qffect'that a publislier's subscription list must be made up of those, who are not more than one year in arrears with their subscription accounts to entitle the publisher to second-class postage ratesWhen this law is strictly enforced, every .subscription will have to be paid once every year. The post-office department does not say how long a publisher can trust the subscriber, but no publisher can afford to put a one cent stamp on a weekly newspaper and send the paper to a delinquent subscriber. No subscriber, can himself, afford to pay 52 cents postage for the sake of gettifig time on his account. So the only alternative is for a subscriber not to become delin- . quent beyond one year. We desire every subscriber who is delinquent over one year to at once settle either by casli or note so that the new law may be complied with by the publisher of the News.
