The act patscd for the adjustment and pajnent of the State debt, was a compromise between the friends of the House and Senate bills, and, while not entlrelj satisfactory to either, was accepted by both, as the best arrangement practicable under the circumstances. Its Iead;ng features are as follows: A special tax of ten cents on each 1100 of the taxable property of the State, is levied for the year ls66, and each succeeding year, until the public debt is paid; which tax, together with the State debt sinking fund, and the sinking fund proper, are denominated the State debt sinking fund, and are est apart exclusively for the redemption of the principal of the funded debt of the State, except euch portion thereof as is held by the Commissioners of the sinking fund proper, and excepting also, the unpaid balance of the war-loan bonds, which are to be redeemed by the special tax of five eents on each $100 of taxtbles, provided for in the act authorizing their issue. The Auditor. Treasurer and Agent of State are ronstituted a board fjr carrying out the provisions of the bill, ami their duties are well aud succinctly defined. They are required to notify the holders of the war-loan bond, in the first week of January, l?f6, and each following year, until all are paid, of the amount of money the State will hare on hand, applicable to the payment of said bonds, on the first day of the sweeediug Jlay , and the holders who desire to receive the money for their bond?, are required to notify the Agent of State, at bit office in New York, on or before March 25th, of their ac-1 eptance of the proposed payment; and if any xioney is left, after paying all the war loan bonds o enrrendered, it is to bs applied to the payment of the registered stocks. The State debt sinking fund is set apart for the payment of the principal of the two and a half and five per cent registered stocks, but the former are to be paid in full. If surrendered, before any payment is made on the five percent. Payments are to be made art rata on each certificate, and on payment the certificate mu-t be eurrendercd to the Agent of Slate, who is required to execute a receipt tbercior to iL bolder, and transmit the surrendered ertXcaie to the Auditor of State, wbo issuee axew one for the balance due, which is to be sent to the office of the Agent of K ate, who U to register the same and deliver it to the owner. The Auditor is also required to cancel the old certificates, and retain them until the meeting of the next General Assembly, when they are tobe examined 'if the Finance Committee of Ways and Means of toe House, and then be burnAd. The provision or a pro rata payment will subject the holders of stocks to some inconvenience bat it will probably prove valuable to them and the State, by rendering it easy, after the first pay ment, to distinguiah the Stover spurious stocks, which are now known to the Agent of State, but hich, under the old system, might, at some future time, hi transferred by other agents ignorant of their character, and thus become a part of the State debt. From the Indianapolis Jourtal. Mosdat, December 18. Sk!ate. The joint resolution for the relief of George W. Archer was passed. Mr. Barker introduced a resolution that the Senate is opposed to the taxing of the property of white men fur the education of colored children, which, after considerable discussion, was passed. The following Senate bills were passed: 315 Prohibiting the oarrying of brass knacks, or slung sbut, under penalty of fine and imprisonment. 311 Legalizing the acts of Deputy Sheriffs In certain cases. 204 Amending the act relatire to Juiticea of the Peace, so a to allow imprisonment for Don -payment of costs, and also to proride for the imprisonment of females for fine and costs. The following House bills were passed: 27 Amending that part of the act defining misdemeanors and prescribing penalties therefor, which relate to notorious lewdness. 31 Legalising the sale of school lands la Lake county. 32 Defining what shall be a partition fence. 33 Amending the liquor law so as to prevent the sale of liquor en Sunday and election days. 52 To provide for uniform assessment of personal property in the different townships of the various counties. , 53 To provide for a uniform mode of doing township business. 53 Amending the act relative to interest on money, io as to discriminate between iuterest paid and that promise! to pe paid, so that interest above six per cent, already p.JJ can not be recovered. 62 Authorizing towns to plant shade itreei at the expense of adjoining property. 64 A raendin? the Practice Act in rerard to issuing of executions on judgments of long stand in?. 67 Allowing attorneys to hold a lien on judg ments. 75 Kmpowennz railroads to build branches to coal raiiies. 73 Amcmlinr the road law raising the com mutation and amount t be paid for labor to tl 50 per day, and making the tax 25 cents at discretion. House met at So'cioek. The Committee on Ways and Means reported the General and Specific Appropriation bills which were recommitted for amendments. Governor Cukcr transmitted to the House, through the Speaker, Nineteenth Annual Report of the Blind Aslum. After sundry motions, one by Mr. Coffrotli, to take up IIous bills on third reading, prevailed, and the following were passed: No 311 -Amending the act for the disposal by common' V-s of unreclaimed freights aud biggajre. No. 2 . Allowing foreign guardians to take the personal property of wards in this State. No. 234 Repealing the act to ascertain the salaries of certain officers, clerks of courts, etc. The bill to repeal the law enforcing the 13th Article, was rejected by a vote of ayes , noes . No- 233 Changing the terms of courts in Morgan and Monroe counties. No. 164 Providing for the working of roads upon or near county lines. No. 2C6 Authorizing the isue of fee bills for costs accruing before County Commissioners. No. 240 Relieving County Officer from pen alties under the sheep killing dog law paased March 2. IS65. No. 23 Making it a mudemeaior for conductors to allow trains to stand across streets or roads longer than tea miutes. No. 23 Perfecting the law upon the subject of ditching and draining aw amp lands. Mr. Brown's locomotive engineers bill was laid over until afternoon. Mr- Pettit introduced a concurrent resolution asserting the right of Mexico to be governed without foreign mcrccmry intervention. Mr. Euskirk offered a resolution to suspend the rules, read all Seuate bills twice by tittle, and refer them to a committee of four gentlemen for revision for the House. Mr. Brown made an elaborate argument against the constitutionality and equity of the resolution. After some discussion the resolution was adopted by a vote or ayes 65, noes 22, and under the resolution all Senate bills were read and referred. The speaker announced the following committee on conference upon the Morgin raid bill: Messrs. Newcumb, Dunham, snd Prathcr. Nicht. The House was called to order at seven o'clock. The Speaker announced the following select committee on the Buskirk resolution, to which the Senate bills were referred : Messrs. Buskirk, Cow gill. Henricks and Gregg. The general incorporation bill was then taken up, and after an amendment regarding the selection of Councilmen, was read the third time and placed upon its passage. The rote resulted: ayes 56; noes 2!. - Sy the bill passed. The Senate bill amending the charter of the town of Vernon, Jennings county, was read, but failed for want of a quorum. In the evening the resolution, rejected in the morning, authorizing the printing of the Adjutant General's report, was reconsidered and passed 23 to 15. The following House bills were passed: 117 -Amending the insurance law. 121 Curing defective acknowledgments. 124 Relative to feea of officers. 176 Authorizing the construction of levies and drains. 41 Legalizing sales of guardians under orders defective. 85 The Calumet canal bill. 1'JS Extending the time for the completion of gravel roads. 231 To protect public notices. The lloviz met at nine o'clock. Quite a number of claims were reported upon and referred to the Committee on Ways and Means for payment in the specific appropriation bill. Mr. Pettit's Mexican resolution was made the special order for Thursday morning. The report of the Committee on Federal Relations is favorable to their passage. Mr. Brown a Locomotive Engineer License Bill wte lost by a rote of ayes 44, noes 36. Not a constitutional majority. The committee of conference on the Morgan raid bill reported that they had ag-eed upon two commissioners instead of three, as the House demanded, and one as the Senate demanded. The report was laid upon the table upon motion of Mr. CofTroth and the bill effectually killed by the parliamentary tactic of reconsideration-end laying upon the table Messages from the Senate were taken up and Senate amendments to House bill, Nos. 62, C4, 72, 119 were concarred in, among which was the one for the establishment of a State normal school. B. 319. amending the General Incorporation Law, so as to allow the organisation of a company to receire donations for a Soldiers' Home, was takes up and read a second time. Mr. Bunk irk made an ineffectual attempt to have tho Agricultural College bill taken taken ap and made the special order for the morning, but no quorum answered to the call, and at 9:20 r. si. the House adjourned. Wkdkcsdat, Dkc. 21, 1S65 The Horsrt met at nine o'clock, when, aftetsihe opening business, Mr. Branham. from the Committee cb Wai and Means, reported adrersel upon the Senate amendments to the State Debt Bill known as the "Bradley Bill" which, the House unanimously concurred in. Mr. Buskirk made an ineffectual attempt to get up his agricultural College bill, during which he took an appeal from the ruling of the Chair. The Speaker was sustained by a rote of 53 ayes, noes 35. Mr. Buskirk, from the Omnibus Committee, reported back a large number of the bills committed to their hands, among which were eighteen the Committee deemed of vital public importance. The bill providing for an enumeration of State every six years, was passed. The billon the subject of official bonds. the aa passed. The speaker appointed Mersrs. Neweomb, Buskirk and Henricks, aa a Committee of conference on Senate bill No. 193, for the repeal of the soldier's relief law. S. S. No. 141, amending the witness act, waa passed. Mmrs. Brinhtm, Brown and Henry, were appointed a committee of conference on the State debt bill, on the part of the House. Senate bills Nos. 156 and 300. giving grand juries and Circuit Courts jurisdiction over misdemeanors, were paused. Senate bill No. 201 , protlding for the incurably insane, was passed. An amendment was adopted o Senate bill No. 93, defining embezzlement, and providing punishment for the offense. Senate bill No. 21 C, repealing sections 43 and 44 of the act regulating wills, was passed. A compromise measure for the payment of the State debt, embracing the principal features of the Branham and Bradley bills, was made the special order for seven o'clock. Senate bill No- 223, authorizing married women under tweut one to join their husbands in the conveyance of real estate, was passed. Senate bill No. 231, increasing the powere and duties of the State Librarian was passed. Senate bill No. 233, rnabling adopted children to take piopertv by descent was passed. Senate bill No. 144, amending the 35th section of the general act for the incorporation of railroads was passed. House bill No. 320, for swinging bridges across rivers and feeding dams, was passed under a suspension of the rules. Senate bill No.20C, for the purchase and sale of railroads, was passed. Senate bill No. 234. providing against unauthorized public printing, was passed. "Westward, the March of Empire.
