Fifty discharged soldiers of the Nebraska volunteers tried to lynch a negro porter, Tennie Elliott, with whom they had trouble. The negro was locked up for protection. Wheeling, W. Va. Although the street car strike was settled, disturbances have occurred since and the nonunionists have become so panicky that f the twenty-seven all but two have left. Philadelphia, Pa J. T. Carr, who pulled the bow oar for the University cf Pennsylvania in the freshman eight at Poughkeepsie last week, was killed in a a electric car collision. This is ar. advance of 100 percent in six months Washington Commissioner-General Powderly of the immigration bureau has mailed to San Francisco warrants for the arrest and deportation of six Japanese recently released from custody by the federal court on a writ of habeas corpus. Hartsville, Mo. Another of the Macomb train robbers was convicted when the jury brought in a verdict finding young Joe Shepard guilty and fixing his punishment at ten years in the state penitentiary. He is a son of Jake Bhepard, a member of the old James gang. Towson, Md. 1 he j iry in the case of Mrs. Clementine M. Keckford, on trial lor the murder of her husband, returned a verdict of manslaughter. Santiago de Chile, June 27. A liberal ministry has been formed in succession to the conservative cabinet, which resigned June 2. Wenona. 111. T. H. Wheeler's large elevator at Leeds, a small flag station on the Santa Fe road, was destroyed by fire. Milwaukee, Wis. Fifteen years in the state penitentiary is the sentence Imposed on Thomas Donahue and John Rooney for the shooting of Patrolman William Krueger. This was the maximum penalty. The crime was ccmscitted on the night of April 5. Indianapolis, Ind. Mrs. Mary Cole, 25 years of age, was killed by being struck over the head with an ax in the hands of John O. Duncan, in Norwood, a suburb. Duncan admits killing the woman, but cannot tell why or how he committed the deed. Benton Heights, Ohio Capt. L. B. Chapin, a veteran of the civil war and captain in the Third Ohio cavalry, a well-to-do resident, committed suicide by hanging. They were William Hodge, Henry Howland of Clarksville, Mo.; J. W. Philips, Arnold Philips and W. J. Jamison of Hamburg, 111. Toronto. Fire caused by a spark from a locomotive totally destroyed machinery hall on the industrial exhibition grounds, and damaged the agricultural implement hall. The loss is $23,000. Saginaw, Mich. Fire destroyed the Green, Ring &. Co. sawmill, one of the oldest mills in Saginaw valley. Two salt blocks were burned and the loss on these is complete. Loss, $20,000; insurance, partial. Vintondale, Pa. The large sawmill of the Vinton Lumber company was destroyed by fire. The loss is $60,000, with no insurance. Scranton, Miss. The steam tug Bernice, belonging to Patterson, Downing & Co. of Mobile, was burned at Round Island. William Foore, a passenger, was lost. CRIME. Pottsville, Pa. Oliver Ohl, the youth who caused a collision between a freight and passenger train, resulting in the loss of two lives, has been sentenced to prison for three years and three months and to pay a fine of $20. Lowell, Mass Wm. Kelly shot and killed his wife, while she was walking along the street. Kelly ran away, but was afterward arrested. Nashville, Tenn. William P.Wilkes, a farmer living near Mount Vernon, Moore county, cut his wife's throat and then his owl. Both are dead. Joplin, Mo. E. T. Haines' jewelry store was robbed of diamonds valued at $4.000. Vancouver, B.C. Donald Perrier was hanged at Westminster for the murder of Jennie Anderson. Birmingham, Ala. Frank Cook, colored, was hanged here for the murder of John Blackburn, a ra.lway conductor. Baxley, Ga. Will Abies, the negro who attacked Mrs. Edgarton, was hanged here. Abks said he was guilty. San Francisco, Cal Mrs. Charles Kopp shot and killed her husband in the parlor cf their residence, 18 Lewis street. The couple had lived unhappily for some time. Harrisburg, Pa. Joseph S. Hollinger, a self-confessed re ft lerer, was hanged in the Dauphin county jail for the murder of his wife. Harrisburg, Pa. Gov. Stone has respited William Hillman, Jr., of Pittsburg, sentenced to be hanged on July G, to August. San Jose, Cal In a battle with highbinders in Chinatown Deputy Sheriff V. L. Bache was shot in the side and bacly wounded. Weatherford. O. T. Alderman C. II. Grif.'iths, a prominent citizen here, was murde.ed by "Dan" Ashby. Bloomington. 111. Miss Ida Oglesby. who was shot four times by Mrs. Sadie Martin, is able to move about and will recover. St. Louis, Mo. Frank B. Callaway, who has been on trial for murder of his wife for several v;ek3, was found guilty in the fust degree by the jury. MISCELLANEOUS. Ex-Viec-Presicent Adiai H. Stevenson of Illinois, accompanied by his wife and daughter, are in Colorado a guests of the Colorado State Bar association. Arkansas City, Kan. Ex-State Representative J. V. Beek man is dead. Beekman came here about ten years ago f.om Lincoln, 111. Washington Gen. Leonard Wood has declined the presidency of the Washington Traction and Electric company of this city. Atlanta, Ga.-Ur. E. Y. Mullins of the Newton Center Biptist church, Boston, has been elected to the presidency of the Southern Baptist Theological seminary at Lou'sville. New York. Fire Commissioner Scanned has appointed Acting Fire Chief Edward F. Croker; nephew of Richard Croker, permanent chief of the fire department of Greater New York at a salary of $G,000 a year. Negroes Cause the Destruction of Union City, III. DONE TO AVENGE AM ATTACK. Strikers Tire on Colored Workers Imported to "Work in the Mine at Carlintille, 111. One Woman Killed and Twenty 31 en Hurt. Union City, a settlement built by the miners' union on land adjoining the Brush mines, near Cartersville, 111. .was set on fire by the non-union negroes in retaliation for the murder of Mrs. Carr, killed at Fredonia by strikers. The town will be a total loss. A railway coach filled with negroes from Pana, 111., and bound for the Brush mines, near Carterville, reached Fredonia, a little station eleven wiles west of Marion, 111., the morning of June 30. Here a number of strikers stopped the train and ordered Conductor William Brown to put the negroes off. He refused, and the mob then fired into the coach where the negroes were, killing one woman and injuring about twenty men. The conductor told the negroes to lie down in the oar after the first volley had been fired, and no further damage was done. About 100 yards east of Fredonia a second squad of strikers surrounded the car as the train passed, but did no damage. The negroes were finally landed at the mines. FINANCES OF THE NATION. According to the treasury figures, the year's revenue receipts have been $514,116,911 and the expenditures $G04,G44,972, thus making the deficit S90.52S.0C1. The receipts from customs were $205 - 919,110 and from internal revenue ?271,773,SC9. Drowned l'i Lake Rrie. The steamer Margaret Olwill, from Kelley's island for Cleveland, with limestone, was sunk off Lorain, Ohio, Four sailors were rescued. Ten persons went down with the steamer. Monarchy Abolished in Samoa. Latest advices from Samoa say that monarchy has been abolished in the islands. The joint high commission is now at work framing a form of government to take its place. Torter to Govern Cuba. It is practically assured that Gen. Brooke will be sent to the Philippines with the increased army, and that he will be succeeded as civil governor of Cuba by Robert P. Porter. Cuban Soldiers Not Wanted. There is no truth in the report that the president and Secretary Alger favor a plan to send 10,000 Cuban soldiers to the Philippines. Reported Combination Is Confirmed. The reported combination of the coal companies of the Pittsburg district is confirmed. The capital stock is to be $40,000,000. Will Censor Manila News. 'Though seasonably quieter In many lines, the strength of the general business situation remains apparently unabated, and the half year closes with the commercial and financial community contemplating very satisfactory returns in the recent past and manifesting a tone of cheerful confidence regarding the outlook for the last half of 1S99. WILL MEET IN CHICAGO IN JULY Session of tho Democratic National Committee to De Held July 20. The democratic national committee will meet at Chicago Thursday, July 20. The object of the conference, as stated in the formal notice sent to the committee, is "to consider matters relating to party organization and other questions pending of importance to the party." MAY RESULT IN REVOLUTION. Spanish People Resist Tax Collection Under the New Regine. It is believed that July 1 will see a general refusal on the part of the Spanish people to pay taxes tinder the new regime The agitation throughout the country is tremendous, and the situation amounts to the beginning of a revolutionary period. Militia at Carterville, 111. Col. Bennett of Greenville, in command of companies C and F of the Fourth Illinois regiment, is at Carterville to protect life and property from rioters. With the arrival of the troops everything quieted down, until the city is as peaceful as usual. Stops Importation of Miners. Gov. Jones of Arkansas has prohibited further importation of negro coal miners to take the place of the striking miners in the western part of Arkansas, principally in Sebastian county. Disastrous Floods in Texas. The remarkably heavy rains in Texas have done damage which will amount to millions of dollars. Railroad traffic is suspended in south Texas. It is feared the loss of life ia large. KENTUCKY. Spencer O. Fisher Rankrjpt. At Bay City, Mich.. Spencer O. Fisher, an ex-congressman, a leading democratic politician and formerly a wealthy lumberman, filed a petition in bankruptcy. The liabilities are large and assets almost nothing. Trusts Rurich New Jersey. The total receipts of foes received bj the state from the various corporations organized under the New Jersey laws during June were $S3,533. Date of Dewey's Arrival. Admiral Dewey will arrive in New York much earlier than was first expected. It is believed he will reach port about Sept. 13. Gen. Delaware Kemper Dead. Gen. Delaware Kemper, consul to Amoy, China, under the first Cleveland administration, died at his home in Alexandria, Va. Restriction Placed on Divorce. f New York Governor in Favor of McKinley's Renomination. DECLARATION OF IMPORTANCE. Political Leaders Think This Action Settles the Choice of tho Republican National Convention President ill Have United Support of the Last. In an interview at Albany, N. Y., Gov. Roosevelt declared that he was not a candidate for the republican nomination for president in 1900, and that he was in favor cf renominating President McKinley. He said: "Everybody in the west is for McKinley's renominaticti, and I am most emphatically for his renomination, of course." This is looked upon by political leaders as rendering President McKinley's renomination certain, and as removing all possibility of serious opposition. With Speaker Reed's retirement from politics the governor's declaration seems to assure the president of the united support of the east.
LOUIS F. MENAGE RETURNS TO MEET JUSTICE.
Louis F. Menage, known to thousands of investors, and to their sorrow, as the lead of the collapsed Northwestern ( taranty Loan company, returned to Minneapolis Tuesday morning after an absence of six years. The greater part of that timo was spent in Mexico. His return created a mild sensation, as it was unexpected at this time, except to some faithful friends who have been in communication with him ever since his disappearance in 1S93. He went imCirave Situation in Itelglum. The situation in Belgium is regarded as extremely grave. If the government fails to bring in a bill granting universal suffrage, it is feared that there will be a revolution, with consequences of a far-reaching character. President Will Come West. President McKinley contradicts the published report that he has abandoned the idea of going west this summer. He still intends to go unless circumstances intervene to prevent. No Colored Regiments Wanted. No colored regiments will be organized for service in the Philippines. Any colored men enlisting will be assigned to vacancies in the present colored regiments of the regular army. Plague at San Francisco. San Francisco is much wrought up over the? danger from bubonic plague, alleged to have been brought by the Japanese steamer Nippon Maru. The vessel is in strict quarantine. No Chance for Otis. When questioned as to the rumor that Gen. Harrison Gray Otis is to succeed Secretary Alger, the officials at the white house said there was no foundation for the report. Spaniard Are Leaving .Manila. The Spaniards are fast leaving Manila. The commercial men are selling out, and some of the largest interests there will soon pass into the hands of English capitalists. Wants the National Convention. Kansas City has begun a systematic effort to bring the next democratic national convention to that city. It is the intention to raise $50,000 in cash, and more if needed. Otis May Rollst Men. To fill up the regular regiments In the Philippines Gen. Otis has been authorized to enlist about 13,000 men. This will actually give him about 44,000 men. Kansas Ouarantiiies Against Cattle. Kansas has established a quarantine against cattle from Illinois, Iowa, Indiana, Ohio and Michigan, because of the recent tuberculosis scare in those states. Will Not Meet Dewey. The story that Rear-Admiral Sampson's squadron would be sent to meet Admiral Dewey and escort the admiral and his flagship to New York is denied. Would He Wand's Successor. Gen. Robert McCulloch of Cooper county will be a candidate for congress In the Eighth district of Missouri, to suceed the late Richard P. Bland.
MILES OF FLOODS IN TEXAS. Property Lks3 Is Already lj.timx.trd at S 1,500,000. The distressing situation in the extensive flooded districts of central and southern Texas is growing worse. The sea of water now extends from the north central part of the state to the gulf, a distance cf 00 miles or more, with an average width of probably seventy-five miles. Seventy persons r.re known to have lest their lives, and further reports or fatalities are feared when communication is restored. It is roughly estimated that the floods have caused loss to crops and railroad property to the amount of $4,300,000.
Output of American Shipyards. The total output of American shipyards last year was the largest of any year for the last quarter of a century, except 1S91, when 1.CS1 vessels of 309.302 gross tons were built and documented in the United States. Illinois Attorneys Fleet President. The State's Attorneys' association ci Illinois elected W. II. Stead, La Salh county, president. The convention next year is to be held at Quincy. mediately from the train to the offict cf C. J. Bartleson, his attorney, and from there to the courthouse, where he was arraigned on one of the three indictments for grand larceny, pleaded not guilty and was released under $10,000 bail. Menage's return, arrest and release on bail were all carefully prearranged and the program was carried out without a hitch. It has been quietly noised about for a long time that he would come back and stand trial, but his actual coming was effected so quietly that it was a surprise after all. Fatal Trolley Car Accident. In a collision between two trolley cars of the Mouongahela Traction company at Pittsburg, Pa., one man waj killed and twenty persons were injured, eighteen dangerously and out? other fatally. Destruction at Winchester, Ind. Winchester, the county seat of Randolph county, Inuiana, was threatened with total destruction by fire. Before the flames were brought under control a loss was caused of between $45,000 and $50,000. Transports Are Itcing Chartered. Transports are being chartered for service between San Francisco and Manila, to admit of reinforcements reaching the Philippines before the end oi the rainy season. Position for Jen. Wood. Maj.-Gen. Leonard Wood is said tc have been offered by President McKinley a position in the cabinet as the head of the proposed new department of the colonies. Indiana Men Are Re-enlist Inc. The work of re-enlisting the companies comprising the One Hundred and Sixteenth Indiana is progressing rajidly. The regiment expects to go tc the Philippines. Sick List Is I.arjre. The effective strength of the Thirteenth regiment, Minnesota volunteers, now in the Philippines, is 910. Of the total membership 150 men are sick, but not seriously. Neuro Miners Are Destitute. The non-union negro miners at Pana, 111., asked Gov. Tanner to assist them to return to their homes in Alabama. They are in a state of pitiful destitution. Discovers Yellow Fever Serum. Dr. A. II. I)Jty, federal quarantine Oiucer at the City of Mexico, says he has discovered a serum which confers immunity from yellow fever. Indiana's Light Wheat Yield. Close estimates of the Indiana wneat crop show that the yield will net exceed 17,000.000 bushels. This will be the lowest in twenty years Cattle- Dyiiifr ly Thousand. The famine in Bessarabia, which already has caused so great distress among the peasants, is now killing oil their cattle by thousands. Fire Destroys OueUc Village. Gautly. a lumbering village in Wolfe county, Quebec, was almost wiped out by fire. The loss is heavy and the insurance small. DUliop Newman 1 Dying. Bishop John P. Newman of the Methodist Episcopal church is at the point of death at his residence at Saratoga. N. Y.

Policy Is Definitely Decided On at Washington. OTIS MUST HAVE MORE MEN. The Regular Army Is Vp to Its rull Authorized Strength, and the New Kegiments Will De (iathcrrd Together Under a Special Act of Congress. It has been definitely decided to begin the enlistments for the volunteer service under the act of the last congress. As the regular army is up to its full authorized strength, the additional soldiers needed must be obtained under that section of congress authorizing the enlistment of volunteers. Recruiting officers have been instructed to prepare to enlist volunteers. The present indications are that about lü.GGö men will be wanted. Gen. Corbin said the enlistments would be for three years, although tho law for the creation of the provisional army of SÖ.0C0 in excels of the regular array of C5.000 provides only for such a force until 1001. Arrangements are to be made at once for increasing tho transportation necessary to get these additional troops to the Philippines. MUSKEGON'S MAYOR KILLED. James Ilailtin.ie Assassinated 1y a Disappointed OiKce Steker. Mayor James Ba.birnie of Muskegon, Mich., was murdered in Western avenue, the main business street in that city, June 20. His slayer, who :ommitted suicide immediately after ihe murder, was John W. Tayer, ex:ity poor director. Tayer had served two years as poor director and was a candidate last spring for reappointment, but the mayor did not reappoint him, and the disappointment is said to have been the cause of the tragedy. DREYFUS ARRIVES IN FRANCE. Land- at L'Orieut and I Taken to Keimes. It is reported in Paris that Dreyfus has arrived at Bennos. The Figaro states that he was landed at L'Orient in a terrific storm. The government's precautions concerning the landing were admirably executed. Rehels Attack San Fernando. The rebels made a demonstration at San Fernando, in the Philippines, July 1. They were easily driven back from the trenches. The American loss was a. private of the Seventeenth regiment killed and four men wounded. Are Making Ample Arrangements. Col. Charles Bird, in charge of transportation in the quartermaster's department, says that ample arrangements for the transportation of the newly organized volunteers to the Philippines are being made.
