The bill to repeal the anti-fusion feature of the ballot law was defeated In the house Fob. 24 by a vote of 10 yess to at? nays, while the senate passed the Titus resolution providing for tho submission of an amendment to the constitution for biennial elections. Tho latter will take effect in 190j if tho amendment should be favored by th" next legislature and adopted by the people. The house eonimittoo on railways receded from its position on the Temple amendment, dropped the house bill by Mr. Cook, and reported favorably on the senate bill by Mr. Hobart. The house Feb. J" passed the Mo hart bill, known as tho Temple amendment. There was but one vote in !h negative. The bill passed the senate some time ago. In the senate a proposition was introduced to amend the state constitution 80 that Juries consist of less than twelve men. and that a verdict may be returned by five-sixths of the number instead of by unanimous agreement. A joint resolution was introduced !n the house providing for an amendment to the constitution of Iowa for the Swiss method of initiative and ref erendum, Clark, of Hamilton, introduced a bill in the house to establish probate courts in each county of the stale. Blake's anti-treat bill, which provides thai candidates for office shall not treat voters to drinks of spirituous and mall liquors, elder or wine, was defeated by a close vote of SO to 47.
