Dr.Talmrge commemorated the two thousandth publication of his sermons by uelivering a sermon on the power of the press last Sunday. He holds that next to the Hible the newspaper has been the most potent agency in the educa tion of the people of the United States a id :n the cause of genera culture among all classes. He says "I now deflate that I consider the newspaper to be the grand agency by which the gospel is tobe preached, ignorance cast out, oppression dethrened, crime extirpated, the world raised, heaven rejoiced and God gloried,'' The sermon from which this is an extract is among the most powerful delivered by this eminent pulpit orator. Twenty-five years ago, or less, beopl would have been amazed to read in a Democratic paper the "official1 announcement of B Republican candidate for office, ice versa. Nowadays such annouccments are no longer cither a rai it or a curiosity. It is considered en tirely proper for political announcements to be made in any paper that has a fair standing in the community, or that enjoy a ger eral circulation among people whose attention is sought to be attracted. South Iiend Timts. The possibility of woman1 indi vidual attainment was exemplified the highest in the life of Miss Frances Williard whose death a na tion morn n. The opportunities presented her were succesfully grasped for the benefit of humanity, and the good this christian lady accomplished is almost immeasurable. As pres ident of the Woman's Christian Temperance (Jason she was an in defatigable worker, and of national reno.vn. In ini)osing unjust regulations upon American gold hunters in the Klondike, Canada seems to have overlooked a great man? things which wc can eanlv do to more than balance the account. Some of these things have been called to her attention by our state department. It is evident from the spirit now prevalent that the party in the ooming city election which has the best men ie th tield will be successful. When It comes to municipal affaire men are wanted who have the moral and financial interests of t he city at heart and ot men who are mere figureheads to be pulled about by the leeches. Let the ofhte seek the right man. Mayor Taggart refused to sign an ordinance passed by the council of Indianapolis, known as tne "boxing and epanng" ordinance. It permitted ten round boxing contest, wherein a timer, tight might take place and still be a sparring f r points match. Mayor Taggart was wj in his conclusions and should be commended. The New York tailor are on a strike and 80H shops are said to oe tied up. Those tailors eeem to be unreasonable crea ures. They don't appear to appre cate prosperity. It is said that they earn fron ö $; a week and only have to work M hours a day. It is quite evident that i hey are not in favor of 16 to 1 16 hours of work for ldollar. National Kimetallist. The new tax law ia Illinois which provides for the publication of apsess ment rolls m newspapers is a movement in the right direction. It will give the public a good idea of who the tax dodgers are. Tbe woman vho finds fault with her husband because he 6ees fit to tip the barber is easily accounted for She was never shavd with a dull razor. A C-iban Torpedo boat is watching the Spanish Cuirser in New York II art or Its purpose is to attack her when she gets into the open sea.

They are now pettet equipped with arms, a in tu un it ion, and muni tions of war than they have ever and all that the Spaniards eao do is to sit around and luarl, and pian ads of brutal cruelty sad treachery to those ; he believes will not strike back. i he wild negio in the jungles of Africa may be brutal; the inhabitants of the South ea Islands may be cue!: Oriental diplomacy may be tilled with treachery, but add all these qualities t igether and put them iutoone word ecdtbeo mu't iply it hy a thousand fold and call that word "Spaniard, and we have an estimate of human monsters I .hich now fO by that name. Governor Mount has granted fewer pardons for the length of tune he has served than any other m m who has held the governor s chair. He does not believe in pardons except in rare instances. "I nder, the laws" said the governor to vour correspondent, "the board of the state prison and the reformatory are empowered to issue paroles. I feel that for met grant par dons and paroles extensively would be to ilash unnecessarily with authority vested in them. ' The governor ?er rarely grants an outright pardon, bin whenever executive clemency is exer cised it is nearly always in form Ol a parole with very rigid conditions. The liendish act perpetrated by white residents of Laket'ny, s. C. We ine-day is indeed "lie of I e mos' oral il, humble aid uncalled for proceedings that has occurred lor man) years. A negro was app in ei post natter, i'he post ( rtiee and all of I he mail burned, the post-master brutale murered, and for no ot her cause than, tnat he was a negro and hei l a is-deral position. His home was burned ami while trjincr to escape from the flann-s his wife and three daughters were crippled for life and a babe in it 8 mot hen arms was killed. It i to b. hoped that the federal goverment will administer the right kind of punishment to the per petrators of the horrible crime. After 30 years ol legal lighting, mainly in the federal courts, a Leavenworth Kan., woman, who was bound to recover the insurance on bei husband's iife, got the state administration to back her In a suit in the Kansas state courts, and at last ecured$22,100, which included in terest on the policies of one company Of this sum the lawyers i?ot half under the ontrinal contract made when the suit was first instituted. During the pendency of the suit the woman mar ried again. Mie says that the company from which she recovered had ben "sandbagged" by its own Kansas atlorneva. bne expects now tnai o'tier com panies concerned will pay up. A sad feature of the disaster id 11 ivana harbor is that the triends of th e who lost their lives can never eee 'he remains of the loved 0Dea.Capt.Sigebeebaa plainly pointed out that it will be impossible to send tbe bodies borne as they were more or less m n dated. The weathar is very warm there and Havana provide no means of embalming So fast as the bodies were recovered from the wreck it was found necessary to inter them in the Havana cemetery, where a full record of each poor victim is kept. Spanish diplomas in this omtry must use more diplomacy if thev want tostayhere. They muat no; always speak what they think. Mr. I Lome expressed his thoughts in a private letter and got his walking papers at once, or as his epistle was brought to light. Now comee one of his attaches, a naval oflicer, who has been spying around United states coast fortifications and making unkind remarks about our navy and our defenses, and he has by this means been discharged from the legation and made an ordinary priva'e citizen. He should be sent out of the country with Ie Lome, however, and allowed no longer to play the role of spy here. There appears to be quite a change d opinion at Washington as tot ie wrecking of the Maine, due perhaps in part to advices not made public concerning the investigation by divers. The theory of explosion of a submarine mine is looked upon as the most plausible explanation of the great damage dr .e to the Teasel by t he explosion . of course, in case thit should prove to be the fact, the whole OOtUitry will support the administration in exacting full reparation and punishment of the guilty parties, whoever they may be. "Zola," the French writer has been given the maxim penalty, a line Of .'KJ00 francs and banishment for one vear (lis published arraignment of the officials who were instrumental in securing the banishment of Drey fat was the charge upon winch he was convicted. Freedom of speech is not tolerated as m this Republic. Zola is a great writer.llis con Viet mnislargely due to the hatred of the French for the Jews.

It present signs do not fail, lynch law in Indiana is getting in a tair way to receive a proper black eye. And the people will be pi to that lesson administered in such a thorough manner that it will not b forgotten. State law is surely able to success fully cope with lynch law, and an eaiiv and satisfying demonal ration in that line is awaited.
