DECLINE TO DEBATE ON CUBA, Republican Resist All KfTortu of Democrat to Talk on the Subject Senate Finance Committee Reports Teller's Resolution Favorably. Wednesday. Jan. 19. In the house the question of granIng belligerent rights to the Oman insurgents was argued, but the Republicans stood solid and refused. Mr. Williams (dem.. Mis?.) gave notice :o recommit the bill with instructions to revert back the Cuban resolution as a rhicr. In the senate a joint resolution providing for the appointment of a couimisicn to make a survey of a Bfelp canal from the lower part of Lake Michigan to the Wabash river was offered by Mr. Turpie (Ind.) and referred to the committee on commerce. Mr. Vest gave notice that he would move Thursday to take up for consideration the Teller resolution reported by the finance committee, providing thit bonds of the United States may be paid in standard silver dollars. Senator Morgan continued his speech in advocacy of the ratification of the Hawaiian annexation treaty in the executive session. Thursday. .Jan. 20. In the house the consular and diplomatic appropriation bill was passed after a day of exciting debate on the Cuban question. .Mr. Teller's resolution that bonds be paid in silver as well as gold was taken up in the senate by a vote of 41 to 25. and. after debate, was ma le unfinished business. The resolution inquiring of the postmaster-general wh:i: action was necessary to maintain the excellence of the postal free delivery service was agreed to. Friday. .Ian. 31. The house passed the bill to extend the public land laws of the United States to the Territory of Alaska and to grant a general railroad right of way through the territory. The urgent deficiency bill was sent to conference after the senate amendment striking from the bill the provision requiring the depositors of bullion at government assay offices to pay the cost of transportation to the mints was concurred in. In the senate an agreement was reached for a vote on the Teller silver resolution next Thursday. The nomination of Joseph McKenna for associate justice of the United States supreme court was concurred in. McKinley Invlte! to Ml! wanke. The entire Wisconsin delegation in congress visited President McKinley to urge him to visit Milwaukee nex' J :ne on the occasion of the celebra.ior of the semi-centennial anniversary of the admission of Wisconsin as a state of the union.
