The president of one of Wall street's wealthiest banks finished dictating a private telegram to his stenographer, and, taking out some change to pay for the message, dropped a penny on the lloor. As Li Hung Chang. tLe Chinese peace envoy, was returning to Lis lodgings in Shimonoseki, Sunday, after Laving attended a confertuce with Count Ito nnd Viscount Muts:., the Japanese peace plenipotentiaries, n yo-.mjr Japanese fired a pistol at him. TLe bullet struck Li Hung Chang in the face. It is believed that the wound is not serious. Prime Minister Ito telegraphed to Hiroshima asking that Dr. Sato, the imperial physician, be pent to ShimoiiOseki to attend the Chinese Commissioner. TLe Minister of State find a number of other ofhYinls visited Li Hung Chang and expressed their deep sorrow at the occurrence. Every precaution was taken by the police and military to prevent any trouble. The attempt to assassinate the representative of the Emperor of China caused the most intense excitement and en every side there were expressions of deep regret. The would-be murderer was arrested. It is believed that he was prompted to the crime by misguided patriotism. The news of the attempted assassination of Li Hung Chang oreaud much excitement at Yokohama. The Emperor and Empress sent a messenger to Shhnonoseki to cn press to the distinguished Chinese statesman their regret at the most unfortunate occurr nee. Great Incitement in Washington. The news of the assault on Li Hung Chang has caused n sensation in diplomatic circles in Washington. Cases where an envoy of any kind has been assaulted in the country to which he is accredited are rare, and those in which" a peace commissioner is attacked are almost unheard of in modtrn days. The opinion I I i:;-N(. i Ii N; in Washington that Japan will suffer greatly in coum o.ucnce of the assault, and that the position of China will be so strengthened that she may be able to 6Ceure better terms of pence than she could otherwise have hoped for. The incident may lead to the breaking off of peace negotiations, which were proceeding so satisfactorily, or at least may postpone further action in this direction until Japan has guaranteed the safety of Chinese envoys and made proper reparation. The Chinese legation received prompt notilication of the matter, but their advices contained nothing not in the press dispatches. Minister Yang Yu did not care to discuss the subject. Ireat Canal Scheine in Florida. The dredging for the great cast-const canal in Florida is now being rapidly pushed. The water way is to begin at St Augustine and end at Biscayne Bavin the far South. From St. Augustine Ihe route is down the Matanzas Kivcr, rcross eight miles of land to Smith's Creek, thence into the Ilillsboro Kivcr, down that stream to the haul-over, which has been dredged, then into the Indian Kiver, through its entire length to Lake Worth, through the lake to the southern end, thence inland to NewRiver, and from New Kiver, which is a mere stream, to Biscayne Bay. Owing to the length of the so-called Indian River and the laying of the route through Lake Worth and three tidal rivers there Is comparatively little dredging to be done, and for that the most part through marshland. Tre two enormous dredges in us. push ahead aliout 12." feet a day. The- have already dredged several miles of the inland waterway between Lake AVorth and New Kiver, and will probably reach Biscayne Bay by autumn. The east coast will derive great advantage from this canal as a means of transportation. To St. Augustine It will be of especial benefit, as it will place the city in direct coinmuication with the entire coast by water as well as rail. It will open up for settlement a large section and afford a market for farm and garden truck.
