We hare supported the office about as long as our purse will permit. If we had one-fourth the amount due us, wo would be able to pay all our debts. The Odd Fellows Installation came off at "Wettervelt's Hall, last Thursday, according to the published programme. The proceedings throughout were novel to all except Che Odd Fellows, and highly entertaining to all. Elder Webb deliver d an appropriate address, which was atten tively listened to by the large audience in attendance. The officers intuited were Noble Grand, Dr. J. W. Benn'.t; Vice Kohle Giand, Joseph Evans; Treasurer, A. Boyd; Secretary, O. Bailey. T. K. Houghton, G. Pomeroy, W. Deals and D. 0. Beeman, vor also ia stalled as officers of the Lodge. JGrE. S. A. P. Elliott have increased their facilities for manufacturing and repairing Biggies, Carrwej it Wag ons. Thev have beeu hre a number of years, and have established a reputation for good woik. Protection to Naturalized Citizens. Washington, Julj 18. Pre v ions to the preparation of the recent official letter to onr minister at Berlin, instructing him to demand of the Hanoverian government the surrender of Mr. Ernest Attorney General Black at the request of the President rendered an opinion in the case,maintaining the. general right of expatration as incontestible and that in regard to the protection of our citizens in their rights at home and abroad we have no law which divides them into classes or makes any difference whatever between them; that a native and a natural ized American citizen may therefore go forth with equal security c nA ei.., over every sea ana through every ii j l . l l- xi land under heaven including the country where the latter was born Either of them may be taken for a debt contracted or a crime commited by him but both are absolutely free from all political obligations to evry country but their own. In Judge Black's opinion the Hanoverian government cannot justify the arrest of Ernst by showing that heemigrated contrary to the laws of that country unless it can also be proved that the original right of oxpatriation depends on the consent of the natural sov- i ereign and this last proposition he h sura no man can establish. St. Louis, July 19. A special dispatch to the Bullötin says that a bill of rights before the Kansas convention provides that no distinction be made betwen aliensand citizens in relation to the possession of property; also that no slavery be allowed in the State. It has been decided by a majority of the convention in favor of instructing the Supreme Judges to disregard the fugitive slave law.
