The Dutch Government had applied to tho Chambers for a credit of 500,000. The advance in the rates of interest by the Bank of England was expected to be made by the 5th. The French Minister at Vienna and the Austrian Minister had both quitted their posts. Napoleon was expected to leave on the Cth. Napolecn sent to the corps legislatiff, on the 3rd, a strong warlike manifesto, in which he says Austria has virtually declared war agninst France; and nothing remains for Franco but to take up the sword in defense. Ho disclaims all idea of a conquest, and professes nothing but the purest sympathy for Italy, and says he is about to pla:e himself at the head of the army, and leave the Empress nnd his son to the patriotic care of the French people. Austrian troops were concentrating along tho Siessia, and had occupied Vercilli Triesto and tho surrounding country had ben declared in a alato of siege. General Gcnlay, the Austrian commander, had imposed a heavy contribution. The panic on 'Chango at London had subsided. Business was dull, but consols had advanced. Arrival or the Steamer Weser anil ISoriiKsia. New York, Mav IG. Thti steamers Weser and Borussia, from Southampton to the 3d inst., arrived last evening. Tho Pacific and tho New York arrived out April 30, and the Canada May 2. The details of the earlier movements of the belligerent arms as they approached each other on tho plains of Piedmont are llivs far exclusively derived from telegraphic dispatches. Viesxa, Thursday. News from the seat of war must be received with considerable reserve, but there is reason to believo that four divisions commenced operations yesterday. Ono division, under Gen. Baron Zogil, probably advanced Irom Placenza, and another, under Gen. Von Benedict, probably crossed the Ticino at Pa via. General Duitield crossed :ho bridge at Buifalosia, and met with little or no resistance. The division under General Baron Reischach probably crossed tho Ticino by means of a pontoon bridge. Turin, Thursday. The steamer which arrived at Genoa on the 27th brought r. proclamation to the Tuscan army, inviting it to await the signal of war, to advance in a compact body of 12,000 men to reinforce Piedmont. A similar proclamation had been addressed to tho troops in the Itemagna. Turin, Friday. Generals Canrobert and Neil have arrived her and gono to join tho King. Tho debarcalion of tho French troops at Genoa continues. A considerable part of the division of the Alps is encamped at Susa, in Piedmont. The Austriaiis are concentrating in great masses at Placenza, where proclamation has been issued by an Austrina commissioner extraordinary. Turin, Sunday Evening. The following official bulletin has beeu published: Two thousand Austrians occupy Montara, and 400 infantry and cavalry. No movement has been mado towards Vert illi. The Austrians i large numbers have quitted Placenza and proclamed a stttementof sieg. They appear to have concentrated their forces on tho left bank of the Po. Gen.
