And as this is ill beirinninir of of a new year, we would respect full v ask attention to the following points of duty : 1. As fir as may be practicable during ilii month, digest and lay down your system of cropping for the next season. 2. Commence the year with a firm and resolute determination to economise time and give a close attention, an assiduous personal supervision, to all the operations on your farm as they may bo proceedinggee to it that your work of every kind, particularly the preparation of your land lor crops, are performed at the right time, as near as the eeoson will permit, and that they well .ind faithfully executed : for with" out such personal supervision the chances are against work being well done. 3. 0 regulate all the operations of your farming, as far as may be practicable, as that no unnecessary delays, no unavoidable procrastinations, shall occur ; never deI.iy the labor that should bo done one day to a future one, a3 all such postponements uro injurious, and when long continued often prove fatal to success. I. Have all your lands that are not wet ploughed faithfully and deeply, and be sure that whatever lands you may have plough ed aro thorougly pulverised by means of the roller and harrow; see to it that the pro cess of rolling and harrowing are executed before the soil has time to dry after being ploughed. o. Keep the implements and tools on your ftrui at all times in good repair, so that they may be ready for use when waotod ; keep them in their proper places, and when not in use, in a house under cover to protect them from the weather. 6. If you have not already provided auch accommodations, have stabling and shedding erected for all your stock of every kind and denomination, and personally see that they neither suffer from the elements nor from want of food. 7. Keep a journal of all your operations: have the work to bo performed from time to time written down therein for at least a week ahead. 3. Keep a regular account of all your expenditure and receipts ; keep an account against each field, in order to know whethcr vu are tirmin to advantage or not. firming to advantage Gov.' Pollock' Message lo the Peim'a. Legislature. Hawusburc, Oct. 6. The Governor's message to the tpeeial session of the Loijislaturo, states that the sudden and severe financial revulsion which bad occurred, inducing a suspension of specie payments by tha banks in this and some other States, however much to bo regretted and deplored, was unavoidable. The present exigency requires an early convocation of the Legislature to protect the interests of the Commonwealth and the people. The banks should be rekased from penalties and forfeiture incurred by suspension of specie payments, and such suspension be authorized for a reasonable time, so as to enable them safely to resume. A resumption of specie payments should not be postponed longer :han necessary. Therefore he recommends that the banks which may be relieved from the penalties upon such suspensions by the existing law, ehould make a satisfactory arrangement rith llw S at? An issuo of relief notes of email denominations, should not r.ow b-i authorized, nor should the banVs, during the suspension, be permitted to declare dividends exceeding 6ix per cent, per annum. Gov. Will no's Speech. His Excellency, Gov. Willard, addressed a large audience at the Court House, on Tuesday of this week. He Fpoke for about one hour and a quarter, in his usual impressive manner. His hearers were of the olu 4 thinking men.' from almost ever' part of the county, and felt themselves exceedingly well repaid for their time and trouble, in the concise statement of the Governor, in regard to cur State affairs, brought into their present embarrassed condition by the revolutionary conduct wf the black Republican Senate of last winter. The Governor dwelt at some length in a review of the Democratic and epublican parlies, and particularly on the course pursued by the Republicans in the Dred Scott decision. He also showed that Republicans of Indiana had, by their voie on the negro clause of the present constitution, decided for themselves the question whether a negro could be a citizen ; it had been doiu, in many other States in like manner. Yet Chief Justice Taney, and his Associates in opinion, are now traduced and villitied for the very act they have again and again decided. On the whole, we have seldom heard a more convincing argument, confirming us in our political faith. How even the most fanatical and blind Republican could fail to acknowledge the Democratic, as the only party competent to administer the government for its best interest, we cannot imairine, after hearing this speech. Hard Times. A walk tip and down Broadway, says the New York Day Book, would show to a stranger anything but hard times, lie would think that gold was dug out of the earth as plentifully as potatoes, and that the wealth of all the Indies was poured into the lap of New York. Our women are really a disgrace to the nation. They parade the 6trcets with the fruits of their husband's and fath er's gambling and robbery displayed on their precious forms, as boldly and proudly as if there was merit in it. The poor earn all this wealth and splendor, and pay for it with their productive labor, but arc robbed of it by speculators and traders. A Bank Mobbed. A bank at Janesville, Wisconsin, had been paying out notes of the Hartford Bank, Conn., pretty freely to the farmers for wheal when news came that said Hartford Bank had suspended. The larmers flocked to the bank to get their money exchanged. The bankers would do no such thing. A crowd immediately assembled ami commenced an attack upon the bank. In the melee, axes, brickbats, and other missel, were called into requisition, the door? and windows of the bank wi re speedily demolished, and the crowd rushed in ouly to find, how ever, that the officers had disappeared, carrying the contents of the vault alom; with them Cleo. Had government money been thrown into the New York market, so that the operators could have got hold of it and invested it in railroad securities the crash among the brokers in that citv would have extended to almost ercry brar.ch of business and labor, and the panic and suffering that followed the downfall of the U S. Bank would have been nothing compared to the catastrophe. It is well, occasionally, to remind ourselves of the practical workings of this admirable improvement upon tke old-fashioned system of keeping and depositing ftoe public revenue. K. T.
