A Column of Opinion .. 1 O ECONOMY IN WAR On July 19, twenty-four days after the start of war in Korea, President Truman asked Congress for powers to impose wartime controls on the economy. Last Friday, fortythree days later, Congress sent to the President an economic controls bill—the Defense Production Act of 1950.

The Defense Production Act’s major provisions are: Allocations, priorities. The President can set up a system of allocations and priorities to channel essential materials inample, to use steel for tanks ample, to use steel for tnaks instead of automobiles.

Credit. The President is empowered to put controls on installment and other consumer credit and on credit for new real estate construction. The purpose of this provision would be to cut some of the upward pressure on prices.

Production. The President is given a special fund of $6OO million which he can use for loans to spur defense production. He is also allowed to ask for outright appropriations of up to $1,400 million for similar purposes.

Labor. The president is authorized to set up a war labor board to settle disputes affecting natonal defense. :

Requisitions. The President can requisition materials or property for defense purposes and can require acceptance of defense production orders.

Hoarding. The accumulation “in excess of reasonable demands of business, personal or home consumption” of any goods specified by the President woulud be a crime punishable by a $lO,OOO fine or a year in jail.

Rationing. The President has the power to order rationing of consumer goods. (He did not originally ask Congress for rationing powers.) Prices, wages. The President who did not ask for powers in this field, either, is given three alternatives in the bill. First, he can seek voluntary agrements from labor and industry. Second, he can put controls on a single industry —but if he curbs prices in that industry he must also curb wages. Third, he can impose blanket wage and price controls on all industry; if he does, he must set up an overall controls agency.

The big questions now are: What controls will be imposed, and when? In his speech last Friday, Mr. Truman talked of controls only in general terms.

H said: “In order to increase our defense effort, * * * we shall have to make many changes in our way of living and working here at home. We shall have to give up many things we enjoy. We shall all have to work harder and longer. To prevent inflation and runaway prices, we shall have to impose certain restrictions on ourselves.”

The President is expected to order some controls imposed as soon as he signs the Defense Production Act. The first controls are likely to be the curbs on consumer and real estate credit. The Presi--dent may also move to set up some priorities or allocations, especially on steel. The feeling still is that Mr. Truman does not plan immediate imposition of wage or price controls. : * * * Everything is good which takes away one plaything and delusion more, and drives us -home to add one stroke of faithful work.—Emerson.

“Christ Jesus” is the subject of the Lesson-Sermon in all Churches of Christ, Scientist, on Sunday, August 27. The Golden Text is: “Behold, the days come, saith the Lord, that I wiil raise unto David a righteous Branch, and a King shall reign and prosper, and shall execute judgment and justice in the earth. . . . And this is his name whereby he ‘shall be called, THE LORD OUR RI((;})HTE OUSNESS” (Jeremiah 23: 5,6). Among the citations which comprise the Lesson-Sermon is the following from the Bible: “And Jesus answered them, saying, The hour is come, that the Son of man should be glorified. Verily, verily, I say unto you, Except a corn of wheat fall into the ground and die, it abideth alone: but if it die, it bringeth forth much fruit. And I, if I be lifted up from the earth, will draw all men unto me” (John 12:23, 24, The Lesson-Sermon also includes the following passages from the Christian Science textbook, “Seience and Health with Key to the Scriptures” by Mary Baker Eddy: “Jesus eould have withdrawn himself from his enemiecs. He had power to lay down a human sense of life for his spiritual identity in the likeness of the divine; but he allowed men to attempt the destruction of the mortal body in or~der that he might furnish the prooi of immortal life. Nothing could kill this Life of man” (p. 51). “The efficacy of the ecrucifixion lay in the practical affection and goodness it demonsirated for manking” (p. 24).
