Police Seek Motive to Murder
Police raked over the life histories of three colored men and one colered woman to déecover the motive behind the slaying of James Parker 29 colored, at a South Side restaurant Thursday night in Fort Wayne, Joseph Meeks, 29-year-.old colored proprietor of the restaurvant admitted shooting Parker during an alieged skooting fray. It was believed the shot gun play cccurred following an argument over relatives.
Dale Adams, 22, also colored and an employe of the restaurant told the story that he and Parker had never gol:ten along and were not on speaking terms. It was alleged that Parker, armed with a 12 gauge shot gun, fired first at Adams who was

Parker’'s shot missed and when Adams cried for help, Meeks gralihed his 20 gauge shotgun but before he could fire, Parker had shot at him. Again Parker’s shot missed and Meeks fired at Parker, striking him on the side of the dead. Parker fell dead. '

New Law |Provides For Five Types of Drivers License
All persons of any age who have never held an Indiana Operator or Chauffeur license wil be required to obtain a Beginner's FPermit before operating a motor vehicle in 1988. It is assumed that such person does not know how to operate a motor vehicle and that he is not versed in traffic laws. The permit carries a fee of fifty cents and is valid for nlne‘y, days from date of issuance. The permit, when issued, must be carried by the permitee at all times while driving and, upon demand, displayed to any court or police officer or any deputy or agent of the Motor Vehicle Department. All holders of Beginner’'s Permits must be accompanied by a regular licensed operator or chauffeur seated in the driving compartment of the car at all times when permitee is driving. If the applicant for a permit is under eighteen years of age and over sixteen years of age, the applicant must be approved by the father. If the father is not living, the responsibility falls upon the mother or guardian. The endorser assumes any liability incurred by reason of the issuance of the permit. All permitees must state upon the application the name of the person or persons who are to accompany the beginner. Beginner's Examinations Before Beginner's Permits are tin ally issued all beginners are required to pass the examination provided. Fifty-two examiners will be scheduled throughout the state. The branch manager will accept the application and give the applicant an appointment for a certain time and place of

Chauffeurs’ Licenses ‘Chauffeurs are divided into two classifications, Class one, defined in the law as “Chauffeur,” includes the family or private chauffeur as well as the driver of a vehicle carrying property —the truck driver. 1 Class two, the driver of a publlo‘ passenger carrying vehicle and known as a ‘“Public Passengar Chauffeur”, is authorizezd to drive public busses, school busses and taxi cabs. The fea for either type of chauffeurs’ license is one dollar and there must be furnished a small photograph showing the true likeness of the applicant which phetograph shall have been taken within thirty days prior to date of application. If he has had two years driving experience and passed the road and traffic law test and also passed the physical examination given by a licensed physician of this state, he is lssued a Public Passenger Chauffeur’'s license. An applicant may be issued a Public Passenger Chauffeur’s License it he has held an Indiana Chauffeur’s License for either the years 1935, 1936 and 1937 and whose license has not been revoked within the last three years and the person thus quallfied is not subject to {be driving examination but is requized to satistactorily pass the medi examination.
