PRESIDENT AT NOTRE DAME
Roosevelt Is Given Honorary Degree At South Bend . ~ Mon'ay
President Roosevelt pointed Monday to the American “torch of liberty of human thought, liberty of human conscience’ as a guide for other nations, “if they will accept it.” In the gymnasium of Notre Dame University, receiving an honorary degree of this Catholic institution, Mr. Roosevelt spoke on the age-cld subject of religion. He made no mention of the criticism by the Knight of Columbus for his refusal 1o intervene in the Mexican religious dispute, but very apparently this spoken work referred to that and the religious controversies of other natiouns. The college wore its best mortarboarq and gown, and all Scuth Bend was bright with celor. - Flags and bunting rippled from every window along the inain streets chosen as the Roosevelt pathway. National guardsman—every unit in the area was out—paced the streets. A holiday was declared in the schools and 10,000 children greeted the nation’s first citizen with all three of South Bend’s high school bands. ‘
Governor Paul V. McNutt was civil host to the presidential party and the Rt. Rev. John F. Noll bishop of the Fort Wayne diocese, celigious host. ‘ ; :
SaY¥s Budget Will be Cut.
Speaking informally to a group of state directorg of education, President Roosevelt indicated that every effort was being made to cut down the budget and to keep the relief part of it as low as possible. The president’s statement followed conferenceg intended to whip the budget into final form for presentation to congress at the opening of the 1936 session.
Mr. Roosevelt did not go beyond generalities in his gtatement. As regards relief expeditures, he merely indicated that the appropriation for thig purpose would be kept as low ag wag consistant with the needs of the idle. Mr. Roosevelt’s statement followed a prediction by Chairman James N. Buchanan of the house appropriation committee, that the ordinary budget would be fully balanced

NEW DEAL TO BUSINESS
‘Give Jobs To 11,000,000 or We Will Send You Billy Is Ediet
The New Deal presented American business thig take-it-or-leave-it pro position: You give jobs to the unemployed or we will send you the bill. In one of the most clear-cut statements of policy yet made by auny chieftain of the administration, Major George L. Berry President Roosevelt’s coordinator for industrial co operation, said that unlesg business itself provides employment for the 11,000,000 workless men, the New Deal will continue its relief activities with attendant high taxes ang possibly increasing deficits.
“It ig as simpr as that,” said the heavily-set Berry head of the power-

ful Pressmen’s union and a key man in the organization of the National Recovery Administration, before its Supreme Court deise. “The country’s unemployed must be fed and clothed. If industry will not do it by providing them work, then the government must do it with relief appropriations. Business foots the bill in either eveny and there is no other answer.”
“According to ther ecords the improvement of business ig cut of balance with unemployment, which has been reduced only slightly. “There ig evidence of ronsid:rable breakdown in working hour reguiations and there can be no doubt this means an acceleration of unemployment.
“If the tendency to increase hours is not curbed and that immediately, unemployment will increase in staggering proportions.”
