STATE SETS UP NEW SYSTEM

Lightning-Like Link Up Program Explained by Feemey—Use Radio - Later :

~ Simple but highly systematized, In‘diana’s newest means of combating bank robbers and other major criminals was inaugurated Saturday. The method involves lightninglike communication which will have the entire state alive with law enforcement officers within 10 minutes after a bank robbery or other crime. Simplicity of the plan virtually assures its success, the originator Al G. Feeney state safety director said. Telephones will provide the means of communication. Strategic use of the system is mapped out to provide ‘the least amount of duplication the most rapid action and yet thorough coverage of the entire state. Bankers city police, state police, sheriffs and vigilantes will co-operate in the program. ; The plan as outlined by Feeney followg: : ; A bank is robbed. The bandits escape. ' A bank employe steps to the telephone. There is a little white card bearing three telephone numbers—the local police, the sheriff’s office and the nearest state police barracks. The bank employe calls these numbers. [Receiver of the call at city police headquarters dispatches men to the bank and others to surround the town. - . :

At the sheriff’s office depuiies are dispatched to all highways in the county. One man remains at the telephone. He obtains numbers from a white card similar to that in the bank and calls sheriffs of adjoining counties police of nearby towns, the nearest state police barracks and any local vigilante group availaple. He also notifies state police headquarters at Indianapolis. 7 The man taking the call at the gtate police barracks completes the setup. He immediately dispatches all available men to the scene or assigns them to barricade highways on which the fleeing bandits might “be- traveling. ' | : ‘Then he telephoneg state police or bordering states, additional sheriff’s offices, city police of other towns and checks his information with state headguarters. 'Within lesg time than it takes to explain all the forces will be in action, bottling up the bandits Feeney believes. Should any key position fail to make its calls, state police will know Within 10 minutes after the first report they expect to have a report on all calls made. The cards are being mailed to a doz ‘en cities: where the system is being inaugurated.

,Arrangem%: for the plan were made by Feelity im a series of personal visitors to bankers police and gheriffs, -Other cities will be asked to co-operate as rapidly as possible. The communication system will be permanent even after the proposed state police radio is placed in opers|oon. o

Need Fish Scales For Food Surveys., Hoosier fishermen can aid the department of conservation in improving fishing conditions in Indiana lakes and streams by sending in a few scales from each of the fish in their ‘catch, Virgil M. Simmons, commissioner of the depariment stated.

The scaleg together with inforn:ation on the size and weight of the fish and the location of the place where it wss taken, provide data of value in the department’s study of food coalitions for fish in the lakes and streams he pointed cut. A similar appeal to fishermen was made early in the VYear ind a number of scales were received at that time. Few scales have been r2ceived in recent weeks, slowing up the study of natural food conditions for fish ir the streams and lakes. Enyelopes to be used in sending in the scales and providing space for the neceasary data have been distributed to all conservation club officials or may be obtained direct on request to the department of conservation. s
